Actually, if you think about it, Padme started it. She fell right into Palpatine's trap in calling for a Vote of No Confidence, which resulted in his rise to power.

Let us put it this way, there are alot of people we can blame for the rise of Palpatine's empire but the one person who is most at fault is Palpatine himself.
