that weapon is specially made to kill vampires. well, chairman gave it to zero and since zero's parents are like vampire hunters and there's a foundation of it so it was probably made there. but then again, chairman is so mysterious...and not much was known of him like whether he's a vampire or human...that was never confirmed in the manga...and he also gave yuuki her staff....ah.......well, it's either the vampire hunters made it or chairman made it...both the staff and bloody rose...

im not that far either

i think it has something similar to that since it only kills vampires and not humans

the bullets on bloody rose do have a spell on them. It can't hurt humans, but it could harm vampires. The gun was specifically made to kill vampires, or hurt them at least. So there is a spell on it.
