Cecil walked into the building then up to the office, there was no need to check in seeing as there was nobody to take it. He walked in on a conversation so he didn't say anything. He would have his chance to report what he knew all he needed to do was wait.

Current Chakra: 306 Strangely enough his own ninja responded in place of the newcomer. What Sin had said however was enough to cause the threads beneath his flesh to writhe. Not only had this male admitted to being comrades with the men who had laid waste to his village, but he also had the audacity to stand in the presence of the village leader. It took all of Turpis' self restraint to not tear open the earth where the messenger stood. Sin had a point, that as they were not acting under the blessing of their leader all Kusagakurans should not be held accountable. This did not stop the rage that Turpis felt at the mere sight of the foreign ninja, diplomacy or not.
"Excuse them!?" The Mizukage paused, allowing for his incredulous intonation of the question to sink in. "You do understand that hundreds, possibly thousands of my villagers are dead because of those two? How could you possibly hope to take responsibility for their heinous trespasses? Are you going to pay for the damage that they caused this village? Perhaps you will bring back those that died over the reckless actions of your comrades." His indignation was clear, and yet he still grasped the seal from the young Uchiha's hand. "You may tell your Kusakage that I shall meet her in three weeks time. In the meantime, I suggest you return to your village. The headband you are wearing makes you a viable target in these lands."

Sin crossed his arms, he had expected the Mizukageto be severely angry. He almost expected that he'd kill the kusa ninja in spot, but he seemed to hold himself at bay, even if it was just barely. He took a second and then spoke. "I noticed that the chuunin who were with me never showed up after I had given them orders to do, one i sent to report to first and he was supposed to come back, but I suspect something happened to them. I would check it out but I'm certain you wouldn't want me to leave the village right now." He took a moment to let that sink in and then spoke about another matter. "I also noticed that one of our Jounin was nowhere to be found during the altercation. But it was a battle that only a few of us were at the front fighting. If there is anything special you need from me then I will be at your service, otherwise I should probably help pick the village back up from oblivion."
"I believe I can shed some light on that. I talked to everyone around the gate. They saw all three leave. My brother Zachary is dead. He was chasing after a leaf ninja. He would not be gone this long. He would be considered a rouge ninja by now. His loyalty would never falter. The other two are either dead or betrayed the village. I bet the leaf ninja were in league with the grass ninja. I am coming out of retirement and becoming a ninja again, at least till I get my revenge." Cecil said coldly.

(One thing I'd like to clear up:
There are billions of people in the Naruto world.
The capitals of the five great nations are the most populated in the world.
So it was more likely that hundreds of thousands died, not just hundreds or thousands. An entire district was destroyed.)
Rubble would start to become disturbed before a lithe figure began to emerge from underneath it. Rose's weary ruby eyes looked up to widen at the destruction. He was in the middle of a technique to fire at the ball in the sky, before a pierce of debris knocked him out. There was already enough damage when he was conscious, but what he was seeing now made Rose only wonder just how much damage would have been made if the technique continued. Looking a his beautiful clothing he was even more disgusted. His silks! His leather! Ruined! Those impudent bastards! Do they know how much these things cost?! Manicured nails were chipped. Hair was frizzed....Just...so much....ugliness around him. It was maddening.
Shaking his head, Rose heard the voices not to far awake. None familiar outside of the Mizukage himself. Standing up slowly, adjusting to his pained body, Rose would head towards the source of the voices. Some filled with fury. Others having a more subtle showing of their anger. He could understand. So much death. Destruction. All for what? What was the motive? It was nothing more than pure chaos. Rose came to the group. leaning against the sturdy portion of the door frame that was once the Mizukage office as he tried to make himself more presentable; yet the stains of water remained upon his frame. Irritating him to no end.
Current Chakra: 306 Turpis awaited the departure of the ninja of whom had come to bear peaceful tidings to the Mizukage. Unfortunately such diplomacy was out of the question as Kirigakure would not be able to survive if it was known to grant audience to those who would assault it with neither rhyme or reason. That point aside, the timing itself was suspicious. For one to come offering peace right after an attack gave hint to previous knowledge of the attack. Now Turpis maintained a level head, hence why he did not assault the male. However it was for everyone's best interest that Turpis not succumb to such wrathful desires. He needed to avoid entering overt conflict with any great nations until after consulting with his collaborator in the treaty. As such, his attention was best spent on the rebuild of his village and forming a strategy for any repeat incursions upon Kirigakure.
Turpis listened silently as Sin gave his report. He seemed to be well informed of the happenings that had occurred after the cessation of battle. The details were open ended and unfortunately there was no proof to back up his statements save Sin's word and the absence of the ninja themselves. "It is too soon after this attack to focus our attention upon missing ninja. There are displaced villagers to attend to and reinforcements to be made to our defenses. Your observations are duly noted though Sin. For now, I want you to focus your attention on adding money to our coffers. This rebuild will be costly and every ounce of funds will be necessary. There should be no shortage of missions for you to undertake." (B-rank or lower within the village)
After delivering his order to the Sage, he found his attention wandering to the two youths that had found themselves attending the meeting. One looked absolutely disheveled, which was unusual for the androgynous male. It was, much like the state of the village, a mockery of the original. The other seemed to be a Raiken male that had news of his brothers death. While a saddening loss, it was not one that was any greater than the others who had lost family in the attack. Turpis pointed in the direction of the two boys. "You two are to accompany him. While you are assisting on his mission you are to learn at least one jutsu that accentuates your style. We need to be stronger as a unit..all of us."

Sin nodded in agreement. "Yes sir, we have a lot of work a head of us. It is good we have cloud as our allies." He turned to the two younger shinobi, "meet me at the training grounds, we will discuss the contents of our first mission when we get there." He gave his attention to the mizukage one last time. "If it's alright I want momoko on this assignment as well, regardless of if she can, we will begin our mission once assembled at the grounds." He said before bowing to him and leaving.

A mockery of a former look indeed. It was insult! For him to be even outside in such distress bothered the male to his very core. It was maddening! How dare they make him. ugly? It made him want to turn the creators of this mess into precious puppets.Rip them apart while they breathe. Experiment on their bodies while they are still conscious. Until his nails are dirtied by their blade and his ears stained by their streams. Such an arousing though. Riveting even! But that delicious thought would, unfortunately, have to wait for quite sometime. Rose was not ready to make that assault yet. His crafts of puppetry only just came and he barely pulled out his tool kit before the attack. That and he had many more ideas. Schematics yet to be transferred from his brain on paper. Then from paper into life creation which he manipulates. Not to mention the poison he had in mind. With knowledge of toxins and chemicals from medical training, he had just the toxin that would leave his victims in their "place" in the world. The fusion of his Kugujutsu and medical arts will combine and leave all the enemies of Kiri with a smile on their faces. Something a performer... should always do... and leave for their soon-to-be departed guests eternally entertained... even 'til death.
Listening to the Mizukage's orders to both, one of whom Rose would assume is one of the superior rank nin of the village based on the Kage's main directions that were centered on him, and two other individuals. Rose couldn't tell if he was included in the mission order, or the other two boys. He was only slightly ready for a mission. But as of now, without his materials to create his puppets, he was something of a sitting duck and a medic unit. Nothing fun comes from that in the least!
But hearing the Kage out, Rose would at the very least nod just to show he understood the orders where they were for him or not but there was something that was nagging him. "Permission to zpeak zir." Rose spoke out.
On second thought, Rose thought he might wait to discuss what he had to discuss. There was a lot of trouble that awaited the Mist and what he wanted to say, though did have some importance, didn't need to be said completely just yet. After all, there is a time and place for everything. "On zecond thought... I think I vill 'elp le village first." Rose said, giving a light bow of his head before heading towards his home to get changed, replenish his beauty, and start working on getting battle ready.
