This is really an artist design except for the theme and body coloring. I'd like for you to create any accessories that go on him as you see fit.

Description:
She is based off of a Cambodian Apsara dancer. Her skin is tan, like the dancers in the reference images before. Her eyes are a dark brown, and her hair is an even darker shade, almost black.

Description
This soquili is based after a willowisp.
The whole soquili should have a subtle blue-green/white glow to it and look very ethereal and insubstantial/weightless, almost like it's under water.
The body should be just a TOUCH transparent, and the wings are very transparent. The soquili should be luminous, and eerily beautiful.

Body color/Patterns/etc:
The body is a pale bluegreen (towards the green side). Like the basic mockup. Her lineart should be also be colored to be the blue-green, making her appear even more indistinct/luminous.
However, there would also be faint swirly patterns/runes/whatever all over her body and hooves. I did a quick pattern over the mockup image sample to give you an idea.
Also, there should be a subtle glow effect around her body.

Eye color:
Solid, glowing white. Like the pendant that she wears around her neck (see below).

Wings:
Custom/edited fairy wings. ((OR a modified existing wing style ((the liquify tool, for example))
They should be large compared to her body size, and not rigid, but instead almost wispy - think a jellyfish's tendrils under water.
They will almost be completely transparent, with a white basecolor.

Mane/Tail:
Willowisp's mane and tail should be lifted and drifting around her as if she were under water. The color would be a white-ish bluegreen - even paler than her bodycolor.
Underwater portrait - this piece of artwork, while the color is completely different - gives a great idea of the atmosphere/look of what I'm going for.

Accessories:
Willowisp should be wearing a necklace that's floating around her neck with a brightly glowing pendant.
Think of the effect on this neckalce: Underwater portrait - the way it's floating around the neck, but lifted up and not touching it.
The pendant I view as being small, spherical, and glowing brightly an almost white-ish green.

OTHER
There should be small motes of light floating around her on the cert.

Is there any possible way that I could maybe have a poker chip or dice dangling with the feathers? If not that's ok. XD I just thought it might look cute. If I'm able to have the chips I can pay extra. I just wouldn't know how much to add, sorry. ;w;
Hair/clothing edits: - See refs -
* First off if you couldn't tell by his name I'm trying to reference him off of a casino. Not necessarily the casinos themselves (might quest that in mare form later) but more of the gamblers, dealers, card references/etc.
* I'd like him to have 2 cuffs around his front feet
* I'd like him to have 2 armbands around his upper front legs, whether they should be gold or silver I haven't decided yet, I'll let you use your better judgment. On the armbands should be the card suits (heart, diamond, club, spade) as gems. --> If you choose gold bands see if gold hooves look right <--
* Hanging both, over his head and his bum should be beads/strings/pick your medium would be with little gem card suits charms.
* From the string set from his head somewhere on it should have a pair of dice hanging from it as well. There should also be a pair of dice inter weaved in his tail.
* Around his neck he wears a small choker thing with a poker chip in the middle. Hanging from the choker, by 3 string/chain things, is a cross. Why a cross I dont know. XD; It looked good at the time and it might look silly for all I know. owo; So feel free to replace it with something if you dont like the cross or get rid of it completely. The shape of the cross doesnt really matter. In my head I was thinking if there was any way to make it look casinoy but I didn't come up with anything. XD Lul cards and a martini glass just popped into my head.
* Don't ask what those things on his upper neck are. XD I dont quite know myself. I drew them and decided to leave them there. They are held together by chains though.
*on his back leg there's, once again, the card suits in the form of gems. These are embedded in his leg. :3
* White collar that it attached to the choker thing.
* on the tips of the collar points should be each of the card suits as gems
Other Comments:
* You'll see refs with a vest thing and refs with a collar. I didn't know which one would look better. Maybe combine them? Idk. XDD;
* Now I know I used the card suits a lot. I don't know why I have them being used so much actually. So if you had anything you wanted to change or add feel free to do so! <3333 I love being surprised! owo
* you will notice how on the ref pics I have a bunch of words. You can use those to feel inspired if you found something you wanted to change or add. :3

• Eye Color: Light Pink
• Hair Color: A cherry blossom-like pink, more of a lighter pink.
• Hair Style: As the drawn reference image demonstrates. Long and flowing, slightly wavy but mostly straight. The mane and tail both reach the ground. There is one braid in both the mane and tail. The top part of the mane is slightly drawn back into a top-knot (a part of the braid is also drawn back, but barely seen).
• Oh! And his white, swirly markings should be a bit thinner and more elegant looking (mah art skills suck... xD ), and they should also have a slight glow to them, just like Kanani's blue markings right HERE!

•The cloth that is draped around him is a slightly see-through white.
•The strands of beads are slightly luminescent pearls (as in they're slightly glowing). There are also pearls that are suspended in his mane and tail, slightly luminescent.
•There's a jade loop earring in his left ear (your right).
•I'd like for his hoof hair to be edited to match the long, flowing style of his mane.
•There are tassles on the end of the pearl strands, and they are golden brown.

Crown and matching tailpiece: Sort of w shaped, ending in spirals tipped with large green catseye gems. cental arch capped with larger gem. little /'s with double beads of same gemstone come from the nook between the upper arches and the lower spirals (See reference)

Hair ties: braids ended in spiraled bands that start with a large gem, wind slowly tighter rings and then narrowing into a little wiggle. look slightly like stylized snakes.

Necklace: Wrap around U shape with three gems (See reference)

COLORS:

Hair: Dark Reddish Chocolate brown (#1d0c06). Loose on the top and braided on the bottom, with windblown wisps for bangs. Braid drapes over shoulder and trails to he ground.
Tail: Two thick long braids that arch out away from the rump a bit before curving towards the ground, held out by tailpiece.

Base coat is a rich, light Chocolate Milky color (#634033). Milk Chocolate (#2c1a14) stocking marks on the back legs, going up to a curve on the thigh and joining the belly in a subtle ~ pattern. Chocolate markings fade halfway up the neck and spread onto either side onto the upper forelegs. A little bit of the color graces the bottom of the jawline. Foreleg feathers create a U shape with this color, with a band joining at the top into a bracelet like stripe. (See reference)

Markings: An antique Gold color (#ae7c39). the front most part of the mouth and lips is solid gold. spotty stripes curve down the cheeks. Three similar stripes go down the neck.

shoulder marking: Spiral starts on upper shoulder behind the forelimbs, then curves downwards in a soft sideways S before ending in an arrow
Rump Marking: Spiral like a @ that follows the curve of the milk chocolate undercoat on its edge. Curves down with it and ends with an arrow on the belly. Same gold
foot marking: Back legs in the Same gold. Two down arching spotty stripes (SEE REF)

Hooves: Same gold as the markings, only shiny.

Wings: Small Starts with a gold tinted chocolate brown (#4a2f18) in the spiral shaped outline and edges the upper part of the wing.
Base color of wing is the Same gold as Markings, on edges, fades to middle to a Creamy color (#dec4a2).
Hooked spotty stripes in same chocolate brown as the bodies milk chocolate brown. (see ref)

Eyes: Black sclera (the whites of the eye) and neon green iris (Fading from #5ae143 to #2f601a ).

Jewelry metal: #7f5215 only shiny
Gems: Catseyes #0ac105 #0d7c0a
