Through being tested by your Kage, this only applies for Genin
To make chunnin you must have the necessary amount of mission points, enter the Exams, emerge victorious, and then you achieve chunnin rank.
Jonin, you must have the necessary mission points, and prove yourself to your Kage.
Sannin, again mission points, also I'm not sure, but I think the Kage might have to select you for this.
Kage, You must either defeat your Kage in battle, and become the strongest in your village, or have your Kage step down.

And the mods would not shut something like that down. Though we would prefer only one organization right now...we're not going to stop the rp for something like that. Since Akatsuki is low on numbers AND since this is still a growin guild, we would prefer no seperate organizations. Now that's what we would prefer, but if your rpc wants to start an organization...we're not going to stop you.

Is there really much of a difference between those two options?...

and then all of the villages became empty, as every active ninja left to form their own organization...

Kuro, I wonderd that myself, but then I remembered that They have Cody Uchiha, the ex sannin of Sunagakure. Yeah, he is clan head, and I think he has Either a Mangekyo, or the eternal Mangekyo. also apparently since they are unknown they can go to a village and get scrolls and stuff. ( normally through stealing )

They will probably rank up in a different manner, but we'll make sure it's no easier for them than it is for anyone else
