I say we claim sabaac as the official test of "luck" in the GFFA. The Force has midichlorians, luck has sabaac.

the amount of skill needed for sabaac is insignificant when compared to the power of luck required.

Too bad there's no way to recreate the randomizer. That's what separates it from poker and blackjack.

They might, if the idea occurs to them. It wouldn't be too terribly hard, I should think. The ESRB would have to add a "gambling" descriptor, but that wouldn't affect the rating.
Don't forget you need negative numbers too. Positive 23 beats negative 23, and the Idiot's Array beats all. No way of getting that with random numbers, though.
