I dunno. the guy I heard it from used in in a sentence like: "Let's just say Yami said something snarky to Bakura."

Snarky does mean something! It's just Canadian that's all. Snarky means like snide and sarcastic and spunky all at once. Like Mokuba insulting Joey in the manga. Things like "Gee, if I were a dog, I'd be able to smell my way there too." Also, Seto is perpetually snarky.
