Academic, logical Lucca: He's a Toriyama character, right? I can think of a grand total of one Toriyama character who had body hair at all, and that was Hercule... who was designed to be subject to testosterone poisoning. Now, Magus, on the other hand, is one of Toriyama's least-masculine male characters (Frieza beats him easily, and Flea beats him even more easily), and even Dalton, who's much closer to Hercule's level, has no body hair. Ditto Vegeta, Goku, Tien, Glenn... pretty much all of them, see? It's a genetic trait among Toriyama's creations to have no body hair, or at least have it be thin enough to be invisible.
Fangirl Lucca: He's Chrono Trigger's biggest target for us. Look at him - hair down to his waist, deep-set eyes, tormented past, slimmer body than most Toriyama characters... clearly fangirl-bait. Now, look at every other fangirl-bait character who's come out of Japan: Sephiroth, Hiei, Albel Nox (who even shows us about eight inches of deliciously-smooth leg when he's in his normal clothes), Sesshoumaru, the entire male cast of X/1999, Dias Flac - and now picture them all naked. Stem the nosebleeds, girls, but take note - you JUST CAN'T PICTURE THEM WITH BODY HAIR. It can't be done! It ruins their almost feminine beauty! And yet... you still can't picture them shaving. So naturally, they don't even grow hair. It's just how it has to be!
D&D Nerd Lucca: Pointy ears and magic? He's an elf, duh. Elves don't even grow facial hair, let alone leg hair. And even if he's not an elf, there's an arcane cantrip for removing unwanted hair in seconds. Shave? Psh.
