Hello I have noticed that a lot of the villages are not active. I think that you should split some of the villages and put part of the people in one country into another(mostly one with barely any activity).

One thing that really caught my attention throughout all of this is the idea of one village attacking another. I've heard that in some other guilds that one single ninja was able to infiltrate a village and destroy an important building within it. This, from my understanding of the Naruto world, just doesn't hold up. Unless of course that one ninja did some sort of quick terrorist style bombing raid. Infiltrate, plant bomb, retreat, sort of thing. Then of course whatever village that ninja represented would look like a bunch of dishonorable douchebags (really looked for another word, but I'm a bit lacking in the vocabulary at the moment) that would need to be dealt with sternly to prevent further cowardess acts.
There has been some interesting suggestion but I want to bring in some ideas that I have seen in some non-board style rps that seem to work well. These sorts of actions, due to their importance should be guided over by staff members of course. Maybe even staff members outside either of the villages in conflict to insure a fair mind.
NPC's is my first thought, ninja's that the kage would control from both villages, or maybe even a couple delicated to those proven that they can handle controlling NPC shinobi's in a war. Having to post what they are outfitted with or how they are trained seems like a bit of a waste. We have resources telling us exactly or near exactly how these villages are defended and outfitted. In an attack upon a well guarded, well militarized village there should be a large amount of thought, time, dedication, and tactics that go into this.
No way a single or even a small group can get through and really cause enough damage to bring down a large section of a village, not before there would be a quick response. While NPC's can be used to have a filler in the rp to explain the scope of a military type war, the players of the village would play a bigger part. If a demon can attack the village (such as what is occurring in the mist village, and maybe a couple others) and immediately there is a large response from virtually every player to defend the village, I don't see why that wouldn't be possible in the case of an attack from another village.
The role of a moderator, or possibly a couple, would be to insure that things progress fairly, that NPC's aren't used in an unfair way that doesn't make sense to the situation, and that even that general attack was defined. Not just an attack for the sake of attacking, cause one village is bored.
There are ways to do this so that it keeps in the spirit of the Naruto universe as well as insuring that an attack isn't random, but well planned out and strategized, with the villages responding in a way that is true to fair rp and the world that we are playing in. Plus it can insure that infiltrations like this are done in way that is epic. Bringing a true feeling of a full out war that can last a very long period of time, as well as creating long lasting story lines within these wars.

Ougun is a long running joke between the crew (over half the crew know each other in real life and are very good friends I think that's why the crew gets along so well with each other) and we like him...plus, hejust looks vicious sweatdrop
