Yeah. The core countries are actually a little different. It is the Borders of which they government actually has control.

There are differences between the borders of the countries and the TRUE borders. the True borders are the borders in which a Country actually rules. Outside these borders there is famine and unrest, and death, and Many many crimes. places where the government doesnt reach fully developed countries like Canada and the United states have full control of their Mass. FULL control, meaning nothing goes unpunished.
