Basically, every Pokemon gives you certain numbers of points when you kill it. How many Pokemon you kill over the level you're on, and what they are determine the points.
So if you kill, for example, 40 geodudes, your defense is gonna be
+a ridiculous sum
when you level up
Or something like that.

Reg doesn't battle with anyone, so if you don't plan on doing any online battling don't worry about it.
What it does, is give sixty stat points into two different stats. Or sixty two, I'm not sure.
In any case, it's just a method of giving your Pokemon a stat boost. As Reg says, it can be time consuming, when not done properly.
You can have it done in less than an hour for each stat, under the right conditions. Pokerus, and Power items really help out. Since Gen IV, Pokerus doubles the effects of the Power items. The power items give 4 EV's into the stat that they promote. That equals one stat.
I'm sure it also doubles the effect of the Macho Brace, which doubles the EV's you get in a battle.
Another thing you can do to help is give the Pokemon ten Vitamins of the stat you're EV training in. That will shorten the amount of time as that's 100 EV's out of 255.
