If a village is close but you wanna join a clan thats in that village, can you still be in the clan just in another village??

Oddly enough, none of the clans are village specific. Of course, a Suigetsu in the desert would be silly, but could be done. Go crazy!

o0o0 for real 0_0, thats is odd because its like why would a water clan live in the cloud village and all they teach is lighting base jutsu. I think to avoid looking crazy ill just make an sand user and live in sand village.

If you get a personal summon, do you still have to go off to obtain it like you have to do for the normal summons?! And would it also differ depending on your rank?

I assume that when dealing with a personal summon, you go to wherever it is you have the scroll stored and acquire it. And then all the rites described in your application, and all that.

Alright could someone please explain to me how exactly does the shinobi type: Offensive work?
For instance, the shinobi type Elemental affinity, works according to the chakra system by lowering the chakra cost of techniques of that element by 1 rank with the exception of S-ranks. Thus giving the +1 rank to the jutsu bonus. If that is the case, then Offensive which gives +1 rank to jutsu, increases the chakra cost by 1.5X, and jutsu are learned at +1 post, will only ever weaken the ninja who has it.

Just wait on it. The rule of thumb is about four days, then ask someone to look at it. One of the mods has been really active there today too, so you don't have to worry.

Unfortunately, that's going to require a mod to look over. I think most of the stuff was taken from an older system, because of things like that, and I've seen lots of jutsu that refer to stats.
And my own question! Only a mod should answer this one please...
Since the Ichibi gives me access to any jutsu in the fuuton list that I want, can I make the Ichibi teach them to me as well? It'd open up my arsenal a lot to have things other than sand.

Can I use 5 of my Custom slots to be allowed to tie a Dojutsu to my Custom Tech? The Dojutsu will be nerfed like no other, and will have a form of tunnel vision.

Your custom tech specifically stated that it could not be combined with a doujutsu. You wrote it yourself, so I think it's a tad bit too late to pull back on that.
