that's a complicated question. What I think is that physically he loved Tifa but in the deepest of himself he loved Aeris. That wouldalso explain why he's so disturbed by her death but physically he is in love with Tifa

He was in love with Aeris, but when Aeris died, he went to Tifa to ease his pain.

I don't recall if I've already posted in here or not... but I think I did.
For a while, I was certain Cloud loved Aeris more than Tifa, even after she died. In fact, I find all the "Well, it couldn't be Aeris because she's dead" comments to be slightly offensive, though not because of any Aeris attatchment (I hate her... grrrr...). I mean, if I loved someone, and they died, that wouldn't stop me from loving them, even if I can't be with them. To say you can't love someone just because they're dead is not only shallow but disrespectful to people who've had loved ones die. They hurt, and they still love the one they lost very dearly.
Anyways....
Then, I played the game again (and again), and became convinced it had to be Tifa. I mean, the whole Highwind thing really threw me for a loop, there.
And then I played it again (and again), and decided he didn't love either, he was just a stupid flirt.
Now, though, I think I'd have to say he really couldn't have loved Aeris. He really barely knew her. He certainly did have feelings for her, but it takes much, much longer to develop feelings of honest love for someone than that (or at least, for love's sake, I hope so).
But he really couldn't love Tifa either. I'm sorry, but the Advent Children movie proved that one to me. If they hadn't hooked up three years after they saved the earth and all that jazz, they never would. EVER.
And, dear lord, don't start me on Yuffie. If they ever dated, it'd end horribly. They don't even get along very well.
So, I don't believe Cloud was ever in love. The end.
