Overall, this looks decent. It has a good and easily identifiable theme to it and has a [somewhat] clear colour scheme. The things I'm seeing that are troublesome or need work on are the teal hair, which doesn't really match much of anything, the red and orange/brown on the flag, the white on the flag, the yellow on the captain's wheel, and lastly, the flow of the avatar could use some editing. The colours only need to be fixed up, so that the colour scheme can be solid and flowing, opposed to jagged and not well mixed. Regarding the flow, it just seems to be going all over the place, more or less. The wheel has a full circular flow, the end of the jacket flows off at about 22.5 degrees west, while the flag has a flow of about 60 degrees north, and then it just seems to go all over the place.
Overall, I think this is decent, but these do falter the avatar as a whole. I would rate it a 6/10.
... Or it could be a look of somber silence struggling with fear...
