Not necessarily Lothar. A sannin could still tromp all over a genin sage, a jounin too. It's really how you use your abilities that makes you good or not, not what abilities you have.
Plus I'm certain before becoming a sage, we'll set up requirements, so it's not like we'll have four sages pop up at the same time.

It's not like other villages can't have sages, I mean, if people make custom summons, or if they learn the sage arts from the original summoner (which I think would be fine, I mean as long as the original summoner is willing to teach another, then there is no reason there couldn't be more than one sage per summon)
and of course if people are smart enough they can find a way to beat a sage, and again sage mode is something that will have to be closely monitored so that people aren't just going around using sage mode to do whatever they want, it's something they should only use when they really have to. I mean jiraiya only used it the one time against pain
