well personally, the skirts on the senshi form of Fuku seems more like something to add elegance, like certain one piece bathingsuits, bows and skirts are added to make it look nicer, it's a nice touch with the senshi fukus resembling bathingsuits with skirts and other touches, it isnt too scandalous, nor is it too conservative. ^_^

Those skirts could have been a lot worse, and they are cute with their accesories.^^ Personally, I probably wouldn't wear a skirt that short without something like shorts or tights under it, but if people wear skirts that short, are comfortable wearing them, and aren't scaring little children then it's okay.

Yes, to some they may be too short, but the scouts have to be battle-ready and still be stylish at the same time. I like to think of it as kind of a ballet leotard with some pretty decorations. That's basically all it is.
