Inuyasha hands down. I mean Koga is sweet and whatever when he wants to be but i mean his confession of love for Kagome was a little too soon to be genuine. He was just using her to see the jewel shards at first anyway.
Then he obviously wants to make Inuaysha jealous so is constantly being all lovey dovey with Kagome to get him riled up. Yes its obvious that he cares for Kagome's well being but not out of love but out of friendship to her. And the same goes with Kagome. She considers Koga a friend but it is MORE than obvious she loves Inuyasha-she HAS admitted her love for him several times. And she is much more distraught when Inuyasha is hurt.
Then there's the ep where Ayame comes back and at the end Koga speaks of how he may not return and that Ayame should forget about him when its obvious he hasnt forotten his promise. He just doesnt want her to be waiting for him when he may not return so her heart wont be broken.
These are just my theories but this is how i see it. Feel free to agree or disagree to anything. Like i said, just my opinions which may or may not be true.
