How does the government pay for it?

Except Americans don't pay nearly as much in taxes.... Hm.... See my point?
Taxes are relative. You pay a lot more for water, because your water reserves are aquifers and therefore require maintenance and construction of pumps to access the underground water, whereas we can easily access ours as we have lakes everywhere. Plus each American uses 600 gallons of water a day, compared to the 200-300 gallons Europeans use.
