To answer the question about the grommet kits...
You can buy the kits at places like Walmart for less than 5 dollars, and then you would need a hammer. They do also sell grommet guns for anywhere from 12 dollars to 30 dollars, depending on how nice you want it to be. Just make sure that you buy grommets that are compatible with your gun. If you're not sure what kind of grommets you need, ask someone, they should know. And remember, you get what you pay for. I personally prefer the hammer method to the guns, but that's just me.
And if you're interested in making corsets, you should go to
http://www.farthingales.on.ca/. They're a little pricy, but they sell corset kits. If you're bought one of the patterns at a fabric store, you can check their site, they actually have kits specifically for those patterns. This includes the actual steel boning, and the busk, and everything else, but I believe the fabrics are separate. However, they do sell some really nice fabric.
Also, to note, they are located in Canada, so they use Canadian funds, which really isn't a problem if you're using a card, as it's automatically changed over when you pay.
