It's not feasibly possible to, with most budgets, build a multiplatform game that is customized to each platforms strengths. You may as well be developing separate games if you did that. With development costs as high as it is developing the same game with three or four completely different tool sets tweaked specifically to the console it'll be on would just cost too much.
Typically when you do port a game to be the best it can be, you end up with late issues. By the time the game is released at that point no one may care. Case being Oblivion on PS3.

There are cross-platform sources that have biases. One of them I'm seeing being criticized right now and accused of that is Game Informer.
