The most annoying has to be the corrupt watchman that you have to put in jail after a quest not long after he breaks out and tries to kill you he ended up killing me when i had low health in a dungeon.

Oblivion would have to be Frost Atronachs. I Don't know why, but I just hate them.
In morrowind, it's definitely the cliff racers. THEY'RE EVERYWHERE! D:
I hear teh battle music every 30 seconds (No exaggeration) and it's a cliff racer.

When it comes to annoying enemies, you can't beat Morrowind...
This one is from Morrowind... CLIFFRACER!!!
Pterodactyl things that seem to be everywhere, they obivously fly, and you can't outrun them, they must have a speed of over 200 or something!
And then when you run they follow you, and sometimes they follow you without coming in to attack meaning your being stalked for ages and... just... ARGH!!!!
From Oblivion, gotta be clannfears or bears..

NOw I"ve played Arena and Oblivion, so I'll say both.
Arena: Rats. Ganging up on me is their hobby.
Oblivion: Mudcrabs. Just kidding. Its actually-this orc vampire guy from a quest that took 10+ tries to kill when I was helping my friend. Hope he got on Santa's naughty list for that one.

I despise Scalons (found in Shivering Isles) for two reasons. They can chameleon or make themselves invisible (I'm not sure which one it is) before they attack. Secondly, a lot of them will give you diseases. I'm aware of the fact that spells, potions, and enchanted armor which cure/resist disease or enable detect life help in combating these vile creatures - it's just so much hassle to face for such a common and petty enemy.

Based on pure creepyness, I really hate fighting zombies. The noises they make are totally unpleasant. They fight fairly well too. Often, you're left to fight 2 or more at a time. I prefer to use my blade and magic up close to defeat my enemies instead of stealthily taking out my enemies from a distance. I hated doing Mages Guild missions because you're always in a situation where you're fighting the undead, but the loot that you can obtain from doing them is pretty awesome.

To tell you the truth, a staff is the best way to kill almost ANY enemy. But the most annoying is the Wraiths, who never learn to shut up. The Dread zombie with his astral vapors. And the Land Dreugh. GOD, I HATE THE BASTARDS!

Torment pain...
Mudcrabs.
Only because when you go to quick travel, it's like, LOL ENEMEEZ.

Then Clannfears, because when you hit them, your hp is drained too. It's ******** annoying.
Then they use their jumping head ram rape lame a** attack.

Grummites annoy me. all have poison that lowers magicka so I'm afraid to go to the Shivering Isles as one of my mage characters...because my ONLY weakness is those damn poisons...

you may find this strange, but rats are truely annoying. once my brother was attacked by three rats and every time the hit him he stumbled, until he died wich was a long time seeing as he was a red guard and they are pretty resiliant domokun domokun domokun

I hate those. Don't forget the fact that they go invisible for a bit. One time I ran into a cave, and I saw one for the first time. I thought it was some sort of light, so I shot it with a spell. It started to go towards me, and my attacks were hardly hurting it. It almost killed me and chased my a** down to Chorrol. Gay as hell.

Another time I saw an Imperial soldier try taking on a troll and a will o the wisp. I saw the troll, but I saw he was still fighting, I saw the thing and hauled a** when he died.

Scary, scary things.
