Lol. Yeah a mod could do that, but I think a crazier title could be found.
Using Sloganizer here are a few of my personal favourites, which could all used as titles.
The gods made OOC Chat
OOC Chat - Your personal entertainer
OOC Chat is better than chocolate
OOC Chat on the outside, tasty on the inside
And on the eighth day, god created OOC Chat
They're all pretty good, but my favourite is the last one, by far.

Though I can see the debate of what actually qualifies as "best and funniest" turning into an issue, since sense of humor is a matter of opinion often times.
