He would almost rather the man just admit to it, apologize, and move on than feel and look as guilty and embarrassed as he was. But Luo tended to have that affect on people, even before this position.
"Alright Mizutenma, let's move through this as quickly as possible. Perform the three basic ninjutsu." Luo then pointed to a desk set in front of the boy by a member of the ANBU with a glass of water on it. "I want you to run through water manipulation by freezing and then boiling the water in that glass. I then want you to read what's directly behind you on the top left of the board in small font using the water reflection technique to correctly reverse what's written. Finally, I want you to create a water clone and perform a quick demonstration of your taijutsu skills with it before dispelling it with the poper formation of the dispel seal. Any questions?"

LordTares "My apologies Sir, Varro's lack of jutsu was my fault. His score is my mistake. I and deeply sorry that i didnt inform you and didnt teach them. With squad 3 i had more time so i was able to teach them the genin level jutsu, while with this batch, i was only able to teach them the basic jutsu so we could have them graduate on time." Tares's face was bright red, as he knew he screwed up and would have to pay the price for it. Even though he had apologized he still felt terrible about the score, his lack of teaching gave the genin. LT bowed low, as he shamed himself and his teaching methods. Yet with so much running around and yelling and crashing noises in the hall it would be impossible for Mizu to take his test. The sleep deprived LT stood up from his chair at the grading table and walked over to the doorway. Before he reach it though he turned to the Mizukage and bowed, "Forgive me". He said as he turned around and opened the door slowly, "FOR HELL"S SAKE!!! WILL YOU NOT SHUT THE FU- Kai? Yama? what are you guys waiting for, whats so urgent?"   Upon watching his sensei rip the door open and begin his yelling tirade, Yamatano's face had blanched out to complete white in fear, his one visible eye turning anime-style round and white, beads of nervous sweat racing down the back of his neck. For a split second Yamatano realized just how much he and LT looked alike, but this was replaced again by the fear instilled by their fair yet slightly torturous teacher. "W-w-we were just here d-deliver a report from Fordon-sempai to Lord Mizukage, LT sensei. W-were sorry." Yamatano stammered out.

Kai jumped slightly at LT's reaction to their rather vigorous knocking. After Yamatano had finished, Kai looked at LT with a similar expression of nervousness as he stammered out, "Uh, well we, uh, we finished our mission, and uh we think we have some, umm, important information for the Mizukage, Sensei.""I live to fulfill the dreams of those that came before me"

Every time he was giving genin exams, something seemed to come up and interrupt them. Last time, it was the arrival of a new academy student, and now a mission report. However, figuring that they would hopefully have the decency to not interrupt him without good reason, Luo looked towards the door, motioning for them to come in. As he did, he seemed to mutter as he looked at both of them in a calm voice. "What is it you two? What's got you so riled up that you had to come see me immediately?"

"Well why didnt you say so" LT sighed as he spoke to the genin, he grabbed both Kai and Yama by the collar and lifted them off the ground. He closed the door with his foot, with Kai and Yama in his hands he set them before the Mizukage's desk to report. "So whats the problem"

Mizutenma was watching everyone else wondering if he should start the exams but decided not to. "I'm guessing you want me to leave?" he asked LT and Luo hoping someone would respond. He looked at the course. It looked fairly easy to do then he wondered if he had any questions. He had none so he waited for the other people to leave so he can become a Genin.

Yamatano, still a little shaken up, decided to reply. "Well, we were sent by Fordon sempai with a report. That genin who was at the gates this morning, we were tailing him. When he reached the docks, he was met by these.........things. I've never seen anything like them, but they were shorter than he was, and they seemed to be subservient tho him. He treated them with great disdain as they went along with it, most likely out of fear. Then he got into a boat with them, and Fordon-sempai decided to follow. That, and he says that he thinks the boy is not from cloud. Fordon sempai is pursuing him as we speak, and we were sent back to deliver this report. That is all, Lord Mizukage." Yamatano said, wanting to finish fast so as to not interrupt the exam taking place.

(um no he does not he leaves on foot ,at least he does not say that, in a different direction from the docks and not on a boat that he was about to get on but aside from that yeah your right)

Mizutenma decided to do the exams anyway even if no one responded. He got up to the glass and focused on all of his chakra. Mizu formed the hand signs and said," Mizu Soujuu!" The water moulcules stopped moving instantly. Mizu focused on the ice now trying to make it boil. The ice started to melt as the water began to heat up. The ice had completely melted after a couple of seconds.
Mizutenma made the water in the glass start to freeze again and said," Mizu Kagami no Jutsu!" and the ice started to shifted in a certain direction so Mizu could see the words and he said," Demon of the Mist." He thought that these test where a little too easy but knew not to think to highly of himself.
Mizutenma formed the hand signs of Mizu Bunshin no Jutsu while concentrating on the water vapor all around him. He said," Mizu Bunshin no Jutsu!" and he felt the air next to him make a water clone of himself. Mizu and his clone took out a sword from their waist. Mizu started to run to his clone about to stab it in the heart.
Mizutenma's clone blocked the stab with the clone's sword and attacked hoping to catch Mizu off guard. Mizu jumped up and kicked Mizutenma's clone in the face. Mizu forgot that he was to dispel the clone, so he took the clone's sword and stabbed the clone with both swords in the clone's neck and heart. The clone evaporated and Mizutenma caught his sword before it fell to the ground and put it back in his compartment. He looked at the ANBU's and Luo for his result.

"You should have gone with Fordon." Riku replied coldly as he entered the room, catching the explanation Yamatano had just given. "It only takes one person to deliver a report. Then again, with how much you're shaking perhaps it should have been Kaizen who should've stuck with him." He then turned his attention to LT. "Your clone sent me after witnessing my fight at the academy."

 Varro entered into the tower and was immediately caught by the ruckus being made near the area of the exam room. He waved to Ms. Kunai who looked a little more agitated then usual, and that was saying a lot, considering that this women was always agitated. Instead of waving back it sounded like the secretary cursed under her breath about the arrival of yet another kid.
He moved down the hallway until he came upon the exam room were there was a packed room, and in the center of it was Mizu, looking like he was just finishing up his exam while everyone talked amongst themselves. Varro laughed and shook his head, leaning up against the doorway, taking a moment to look at everyone there. He couldn't help it, it was simply a funny scene to be-hold.
"So... we have a genin exam taking place, two genin here reporting on a mission they just did about tracking a..." He paused as he twirled a finger in the air, contemplating the wording, "A foreign genin who possibly has not human lackies that may or may not, just possibly, slightly... could or could not be a cloud ninja. Then we have two academy students awaiting their turn at the genin exams, interrupting another students important day while commenting on what two of their higher ranking shinobi's should of done," he turned to Riku when he said this last part, "when it was explained that their superior had sent both of them back."
He pushed himself away from the doorway and walked towards the waiting room, but as he went down the hall he yelled back, "If anyone would like to join me in doing the polite thing, they are more then welcome!"

Riku closed his eyes after Varro's comment, recollecting himself. "Forgive me, I said too much. It's just that I have a peeve against poor leadership. I'll take my leave until you're ready for me." He gave a short bow and then left through the door to wait with Varro.

Sai stood outside the door and watched the whole event. because he was so short it was not a surprise that he had been looked over by everyone. He had witnessed the yelling man they called LT which was very interesting and very scary. Then he watched a whole stream of people go in and one person come out of the room. it was very strange and Sai had no idea that the village was run like this. it was a wonder that anything could be kept a secret here. It was either that or these students had no sense of respect and their duty to keep their nose out of things that did not concern them. with a sigh Sai went and sat across from the door. his lungs gave a spasm which made him cough and cough hard. once he had stoped coughing he sat back and watched the door. sooner or later people would see this boy only wearing shorts and ask him why he was there but Sai would let them deal with their mess first.
