Do you have to speak perfect British English to be fluent? Or is it enough if you can speak without hestitating and have a pretty good pronounciation?
If you have to speak perfect British English to be fluent, then I'm not fluent in English (I am starting to wonder...). I think the second one is about right.
Well, British English is only one dialect of English. I think you can speak another kind of English and still be considered fluent, as long as it's a first language English dialect. (Say, Australian or American English, as opposed to Hong Kong English.)
Also, what if you naturally speak way too fast and therefore hesitate (or pause where there shouldn't be a pause, but not in the middle of a word) a lot without even noticing?
