we'll you're the one trying to get your characters some quality time, only you know which one you would like to rp the most, so I'm giving you the choice to make that happen xD
You want Jack to spend some time with Maka? Let's go for it
Want rather Emit to feel a little more at home just being Maka and him? sure why not?

Want to have them both hang around Maka and share her like sibblings? let's do it XD

all what's stopping you is picking the right place or rather the place where you feel the most comfortable rping in.

There's the Arenas! -coliseum? forgot the name of that stuff - . - but i got 1 character there, name's Alexander.

Look for open up areas where you can jump in.
Saddly the main characters are busy on locked missions and a wedding.
And Lord Death is currently busy with the incoming arc building in so I can't really say there's going to be a chance to greet them in the near future.

Maka is probable gonna be taken by Asura so, so far 3 characters up for mischief.

Now if you wanna put DMS and Illo on the same place. firstly I would need as many info regarding DMs's morality and loyalty statutes or modus operandi.

And secondly we could actually create a Mission for Illo and (if DMs click into context) the DMs up for Illo to decide the fate of a witch Village.
For Salvation or Damnation.

serve as Death Scythe-type weapons
that could be wielded by a machinist;
that is to say sans soul resonance.
The idea was to have them there for
Clara to use, making her like some
kind of Death in her own right.

as long as those in peril are people who've done no harm are in danger he'll stand in as a defensive wall, right?
protector of righteousness and balance.

And I assume Illo loves deep plots and engage intelligence battles as well.
