Barton should be formaly annexed by the undead empire.
Let the people still live and all but they pay tax and other things in order to LIVE and..uh..live there I guess.
Making Barton a stronghold or whatever, but not completely cutting it off from the world.

Deity has saved/is saving Barton from all those evil brain-eating bastards. Except when the zombies are all re-dead and cleaned up, all the armed forces are going to stay around and "ensure that future threats are dealt with before civilians are in danger."
So Deity will be occupying Barton for it's own good.
Despite Deity officials making under-handed deals with the undead army.
