I think the Raiton- lightning jutsu needs more offensive ones. I looked at them and over 3/4 of them are for defense or detection.

Well at least you get to attack with jutsu.... For Raiton you pretty much have to wait till Jounnin to learn any offesive ones. Unless you create one.
