Hold up, you didn't realize that Kya and Zephyr aren't going to the Lightning Country? They deff joined the Kech Marah already so I don't think they're going to do that mission. If only there was like, I dunno, an A ranked Shogun who could go for the purpose of Mist completing at least one arc related mission since leaf has done like 4.... ((I'm literally fighting with 2 RPCs to get both villages some credit, but I'm not going to have this RPC be the only person from Mist going.))

Lucius stood up and began walking to the door. The left side of his face was curled into a slight sneer that only the man facing himself and the Mizukage Cecil would see. Of course I can see, Lucius thought as he recomposed his face at the door before turning around to face the kage. “ I’ll be going to the Lightning country in place of Kya and Zephyr since both of them seem preoccupied with other matters. Don’t worry, I’ll be fine.” With that, Lucius would turn and progress to the front of the village; hoping along the way that the shinobi for hire would follow him.

When you've mastered Senpou Kaguya, your skin becomes as tough as corundum.

Seeing as Cecil didn't much remark on what was said, Rose deemed that his mission was complete. Now there was time to work solely on his own. Giving a simple bow, Rose would depart to collect his money and start heading onward to work on some of his puppets.
Cecil watched Michael some more before standing up. "I see you have an implant which means you are the gate guard at the Leaf. I have no reason not to believe you and with those cards you are proving yourself. Tell me of these injustices" Again Cecil would wait for an answer.

Kira nodded to her new kage, glad he accepted her so easily. Bowing her head, she left the palace and headed over to the gates. Stopping slightly, she started to notice things that she hadn't when she first arrived. People appeared to be nicer, even the guard at the gate. He looked at her and smiled.
"Yes?"
"Have you seen a messenger pass by here?"She gave a brief description on her face and hair color, and all that jazz. "No Ma'am."
"Okay, thank you anyways."
She returned to the palace to announce her findings."Sir, there must have been a mistake because no messenger left or came into the village.."

Kya was standing far enough away that, with her eyes open, she could see into the office. She exhaled as the target like drawings in her red and black eyes began to glow an erie purple. She could see him, his office, and also anyone who was standing inside. She had come here ahead of the rest of her crew. Masako would have to go through the gates, but she, as a shinobi and a member of the mist seven, would bea llowed without a second thought. She had an agenda for the day, prompted by a worm to prove herself a bird. Well Kya was a raptor by those standards, and Masako would learn that lesson well. Kleine, after all, hadn't invited her for no reason. She focused just enough chakra, a miniscule percentage of her power total, into this attack... this warning shot. To the people in the office, it would sound as if three drumbeats had passed. Kya smirked as the packet of energy flew. Upon reaching the window, it would burst, a small explosion, meant to blow out all the windows and make her presence clear. It was only harmful to someone who would be severely injured by the shattered glass. A child perhaps. None were present that the blast, in it's nature at least, would be harmed. When she drew his attention, Cecil would see her standing a few blocks away, a serious face having taken over where she had previously smirked.
Cecil! she called out as she placed a hand on Nuibari and removed it with a deft swing. She didn't yell very loudly from atop the building at the end of the street for him to hear. Her voice commanded the very winds to carry it for him to hear. It donned on me when I left here that I swore an allegiance to mist and the land of water. This land has a history of weakness. Asd far back as when Kleine and Lars came here of their own accord and smashed this place. Two against a village and they succeeded... Disgusting. Weak leaders, a weak dynasty, even you, weak enough to be bullied by a rogue who came to your village on a whim, though I am now honor bound to make it prosper. That is it, though. In order for Kiri to blossom and be powerful, it needs a stronger leader. Under your rule, it will never grow stronger than it is now, and as you will learn I cannot stand weakness. She would point nuibari at him, his office, his existence itself. This blade resting in my hands is a byproduct of weakness. Domination, subjugation, I deal in these regularly. You bowed then, and now I have an ultimatum for you. Bow down, and relinquish the title of "Mizukage" to me now, or I will force you down. In simpler terms, Kya simply told him this: Submit or die.
