Agreed. It's not the level of powers that determan the winner but the way they're used. That in and of itself lends itself out to creative thinking. You don't have to overpower an opponent. you just have to out think them.
Demons suggestion reminds me of an RPG that I used to play with my cousin. One of the pen and paper kinds like D&D called NecroScope.
Basicly you played as a specially gifted goverment agent. The agency was a black ops part of the FBI refered to as E-branch. You basicly investigated stuff like vampires...yes they had vampires in that RPG but not the kind you're used to...and other incidents of the supernatural kind. Was a fun game to play.
That's about all I remember from sadly other than most of the powers were psionics but the general principals of it can be altered easily to fit what we'd want to do with it.

Personally, I think Demon_of_Elru's got an interesting idea, to have a mutant-containment group that's not "zOMG WE HATE MUTANTS!" but rather "How can we keep people safe from collateral damage?" The former's been done so much it's cliche.

I agree. Plot-wise, that could be a lot of fun for both parties, but it does a little something. What exactly, I dunno, but it's still not a bad plot at all. I strongly suggest that we consider this for our next RP-wise plot.

This is where I say that my idea was just a random idea that leapt into my head. If it looks lakcing or undeveloped, it's because it is.
To brainstorm more stuff, some fun things to do would be start rumors and see where people run with them. Maybe there's stories of some serial killer on the loose. Or some of the characters (or anyone) being seen wandering around really late at night. Or, I don't know, ninja werewolves popping out of dumpsters.

This was originally a plot for a different (now dead) RP, but it can be adapted with almost no trouble.
Okay, the Big Bad is a creature named Yamata-no-Jivatma, an Ancient Returning Evil who entered the world when one human first cursed another in anger. It's a physical manifestation of humanity's collective dark side (though generally it's mostly human-looking), and as such seeks to spread corruption, pain, and hate until mankind consumes itself. To this end, whenever it awakens it forms its "Deck of Four Kings," people it tempted into its service with offers of power (It always capitalizes on any weakness; for instance, in the old RP, it got a victim of domestic abuse to become the King of Diamonds by offering her enough power that she'd never have to fear anyone ever again, and another guy became the King of Spades so he could finally escape the shadow of his martial-arts prodigy of a younger brother). From there, it's classic megalomaniacal supervillain buildup to a final showdown in his citadel, the Tower of Babel (yes, that Tower of Babel).
If this plot is used, my only request is that I be allowed to play Yamata-no-Jivatma (always seeking the mods' input on the plot progression, of course, and they'd have final say in what is and isn't acceptable), since I'm afraid otherwise I'd be constantly cursing the screen and shouting "No! He doesn't act that way!" sweatdrop
In any case, this would also give the fun opportunity for us to fight our friends. After all, there's people on both sides who would probably be vulnerable to temptation and join the Deck of Four Kings.

*checks the date*
Alright, I may as well toss up yet more plot fodder, using sillier things culled from the likes of shmups.
Random alien invasion: Everyone loves these. Thorw a bunch of organic space nasties into orbit around the Earth, or whatever. Hell, if Asteroid M's still around, it makes a potentially amusing stating area to be overrun. Unfortunately, such things are often silly, or overdone. Another option invovles mechanization over organic creepiness. Opportunities for people to be forced into fighting for the invaders may exist.
Fleshing out that "mutant crimes task force" or whatever my earlier idea could be called:
Any members would be equipped with non-lethal weapondry. Rubber bullets, hight-tech stun guns, maybe some sort of stasis field system to easily apprehend someone, nothing truly dangerous.
Members would likely be either cyborgs (possibly augmented with nanotechnology, if it'd be thematically applicable), mutants themselves, or highly trained mundane humans with very high-quality gear (up to and including basic powered armor).
Basic directives of the group (in order I think of them): 1. Protect the populace from mutants/supernatural stuff/whatever else is really strange. 2. Minimize collateral damage during fights. 3. Apprehend anyone who can be confirmed as causing trouble with a minimum amount of force. 4. Cooperate with local police forces. Similarly, don't reject help from concerned citizens. Protecting the public is infinitely more important than actually dealing with any mutant (or whatever else).
Method of introduction: Next big scene the Brotherhood makes, just have them show up and start doing crowd control and the like, while maybe one of their number actually deals with the people causing all the ruckus.
If anyone can think of things to add, or has other comments, etc. please provide the input.

Actually, we could tie this in to what's happening at the mall right now. I mean, there's an arse-load of chaos going on right now.

Yeah. No kidding about the chaos. Random aliens would just make it that much crazier. xd

These are ideas that have flashed into my head. Im not even sure all of them our playable but I will throw them in anyway.
As for the missing qualities of the mutant restraint force, just tie them in with anything that has to do with magneto/mystique and you have a RP.
I always thought that a massive outgoing recruitment (by force naturally) for the group that Wolverine was once a part of would make a good rp too.
We still havent done anything with the sentinels yet.
I was always curious what would happen if there was a war during this time period. And not a war between mutants and people but an actual war between one country and another.
Theres always apocalypse or the vampire demon guy. (The later was a big deal in the original xmen but never showed up in evo.)
THe cure.
Government spies or even spies from the opposite side infiltrate the brotherhood and the x-mansion disguised as fellow students/dropouts.
Jillian had a pretty good idea with the evil clones thing.
A betrayel of a plotimpotant character always makes for a good pickmeup.

Seconding the "mix ideas" idea. That's all brainstorming is about, after all. We just toss up as much stuff as possible, and eventually, something workable and entertaining should coalesce.
Speaking of, I am just a wealth of random ideas sometimes, so here's on I forgot to mention earlier.
Do some sort of cyberspace thing. In a more classic cyberpunk or maybe Tron sense. Cyberspace is more fun when it's more an abstract "virtual world" representation of the data within it than a "Matrix" that looks just like reality. Now what the characters would need to deal with, I don't know. Maybe Cerebro gains sentience and goes rogue.
Wait. No Sentinels, yet? Some of these plot ideas have got to have room for giant robots in them somewhere.
Personally, I'd suggest resolving the chaos at the mall before springing something new on everyone. Thoguh if there's a rescue and containment task force runnig around, it's a good way to introduce them. For that matter, why hasn't the local fire department arrived?

Might as well speak up and say that Kou's idea could be fun. I was in the other RP where he was setting it up, and it seemed pretty entertaining. Yamata-no-Jivatma was shaping up to be a truly entertaining villian. Maybe not someone so evil you hated him, or memorable for the right reasons, but he was...interesting. The whole plot was going to be goofy, in a fighting game sort of way.
Anyone else have input on any of these ideas tossed around here? I'd say we need to do at least something that involves spying or characters working for more than one side/faction. Several of the things mentioned recently have potential for such, so a lot of us would probably enjoy it.
