Well, yes, the active constituent being cocaine. Meaning they're using it in small enough doses that it's no more dangerous than a cup of coffee.
Ever had chocolate covered coffee beans? I once kept popping those at work absentmindedly like chocolate covered peanuts. The result was not pretty.

There was a recent major seizure of tabs around my area, and I got to explain to my mom why MDMA should be legal. Saying that "millions of dollars worth of ecstacy" was found is probably incorrect--god only knows what was in those pills, maybe no MDMA at all.
