I forget where this system is from, but level 4 is (I think) control of the solar system. We're at about 2.5 right now, with marginal control of the Earth (we still have nothing on the weather and the natural forces). Level 1 is control of self, level 2 is metal nad fire, level 3 is effective control over the earth, level 5 is the galaxy, level 6 is the galaxy cluser/supercluster, and level 7 is the universe.
I'm pretty sure that's what it is, though level 2 seems kinda iffy, now that I look at it.
