The only "hard" thing (semi-pun not intended) about putting a condom on anything (and by hard I mean slightly more difficult than breathing) is knowing which way round to put it. If you know that, then it's all good XD
Or just go for Ribbed condoms and you know that the ribbed bits go on the outside XD
But anyway ... we digress.
The fact that it's in Cardiff is 'cause of the Rift. Before Torchwood was even planned they had the rift there. But it's also easier to film something as it is, and not as something else. Helps cut down on needing to find locations. All been brought up before wink

Wasn't there an episode of the Ninth Doctor in an old time Cardiff? I think that's how the rift was created... It was like the third or fourth episode...

The Doctor was in Cardiff during the time of Charles Dickens when he met him. This was when he met Gwyneth, who was played by the same actor as Gwen (insert conspiracy theory here) He didn't create the rift, it was already there. The Gelth used the rift to try and invade Earth with an army of corpses.
