Yushika Sounds good! As a note, Alicorns have similar life spans as most ponies, so any constellations before his birth were done by the previous holder of the constellation domain! That's interesting lore information. If that's not already marked down somewhere else you should mention it under world info the different race's life spans. In reference to constalations I like the idea that the Alicorns of Constalations have to pass down the lore to the next generation. Like teaching the next generation lore and traditions before passing the mantle on and if it isn't constalations fade unless their lore could be uncovered. That could make for a very intriguing roleplay or possible clan event.

Powers: Mindscape- Allows Mnemosyne to enter the mind of another pony so she can access their memories. Can only be used on one pony at a time and only for a duration of 4 hours (time does not have to be all at once) per day. She must be touching the pony with her horn for this to work. Also while in the Mindscape she views memories as sort of a movie/as if she was the pony (which is why her Photographic Memory power is so dangerous, think of like Rogue from X-men Evolution collecting all the different personalities when she absorbs another's powers).
Memory Refresher- Can freshen up a memory that has become dull allowing the pony to remember things more clearly. This tends to manifest itself as almost an aura where other ponies' memories are a bit clearer when in her presence (I'd say about a 10-20 feet radius) but she can also do it on purpose.
Memory Return- Can return memories that have been lost/forgotten, either due to her sister or natural events (like amnesia or old age).
Memory Share- Can take a memory from one pony and share it with another. Can only do this for one memory at a time. The memory fades after an hour in the pony it didn't originate from. She can do this one of two ways: taking the memory copy and going to another pony's mindscape to share it or by showing it in her markings (sort of a one on one situation or multiple viewers situation).

Amnesia- Can make you forget all your memories for a full day. Again anything more takes too much power or has a backlash to her. After using this power she cannot use it for a month and will become exhausted to the point that she must sleep almost immediately afterwards. During this time you can catch glimpses of the memories; mostly for the day the amnesia takes place but also during the month while she is recovering you can catch faded glimpses.
Memory Wipe- Can only be used on Mnemosyne to make her forget the memories that are not hers. Using this on anyone else would have terrible and possibly dire consequences as she would be using it to wipe 'real' memories and not the so called false ones Mnemosyne picks up.
Notes: I know they both have the mindscape powers but but I figured since they are twins and both deal with memories, just one is for restoring them and the other for 'destroying' them, that it'd be okay. Counter-influence: He can touch an artist and fill them with inspiration, though usually only for avant-garde art forms like Dada, performance art, and their garage band that only 3 people listen to.
It's Not A Phase!: Changes a wardrobe to fit the counterculture aesthetic movement of his choice. No he won't change it back, you're goth now.
Five Finger Discount: Uh, I don't think he paid for that. Also he doesn't have fingers. How did he get that? Who cares? Capitalism isn't real, money is fake, this is his now.
B&E: Technically this is the power to majick doors unlocked but he has more fun kicking in windows so it probably doesn't matter in the first place?
Marie Antoinette: His summon is a guillotine. It doesn't do anything, it just sits there being a guillotine.
Notes: The guillotine does nothing, it's just a guillitone. He has no power to remove it, just to summon it.

Just a touch: Can use his horn to trace patterns on living things, causing them to glow in those patterns indefinitely. This applies to ponies and non-ponies. He is also able to, if asked, take the glow away again or just have it be temporary.
-----Just a Kiss: Has the ability to transfer glowing body fluids via kiss. This lasts longer but he has no control over where it goes. You might wind up with glowing tears, glowing snot, or even any other glowing bodily fluids. Like with touch, it can be removed if asked (and he feels like it), but it'll never come back a different place. It'll always be where it was.
Charmed, I'm sure: Probably responsible for glow!ponies being born.
Step In Time: Wherever he steps, the ground glows. It is temporary, and fades after a few minutes. Along with this: Glowing spores/sparkles gather and trail along his hooves and horn!
MORE GLOW: If something has natural glow/bioluminesence, can make it dimmer or MORE GLOWY
My Friends: Has the ability to track down or summon bioluminescent creatures, and they, and possibly ponies with bioluminesence themselves, naturally swarm around him.
Where you glow, I go.: Can always see his way no matter how dark it is, and be comfortable in the living environments of any of his associated creatures. This does include underwater!
Notes: The charm thing can be omitted but it's mostly a 'OMFG YOU DID THIS TO THEM' fun thing! Happy to take suggestions.

Make it Blue! Make it Pink!: Darling, that green doesn't match your eyes. Let's make it blue! No, wait, Pink!, No, wait, Both! Basically, able to change the colors of anyone/anything to her will. Useful for pranking, as the color will soon fade unless asked to let it be permanent!
-----MORE COLORS: Ramp up the intensity! Add more! Less! The world is her canvas! Usually temporary in the case of on living beings. See above.
Puddles of Color: Stepping into water causes the water itself to change colors! Sometimes all one color, sometimes a rainbow! This applies to other liquids as well, turning that nasty-looking green health shake into a tasty pink color! It's still healthy and tastes like mushy leaf and mud, but it looks delicious now!
Colorful Walkway: Same as with stepping into water, basically walking anywhere leaves a trail of colorful hoofprints.
Do you Know The Color Of The Sky?: Give her a kiss. No, really, kiss her. Then watch as your entire world turns green! Or Pink. Or Blue. Or even a weird combo of purple and green and pink. It'll fade over time, but you won't get the same 'world color' every time.
Monochrome Morbidity: Ever come across a building or a patch of flowers that seem to have had the colors sucked from them? Or, heck, even a pony themselves look muted? Yeah, this Alicorn got royally pissed right there. The colors will return in an hour or less, depending on just how angry she was. Area of effect would be relatively small, maximum anger would affect about 300 square feet around her.
Notes: Her mane, tail and fetlocks drip with color and can be collected by other ponies for dye/paint/whathaveyou. The colors are completely random though.
