Shikaku's hands tightened on his liberated equipment pouch as Luo's words sank in. They were brought here to be recruited. This was a ninja village. So, they were supposed to become ninja? His fingers tightened further as his mind sifted further through the statement, to Luo's question of why someone would want them. He knew why. There was only one possible reason, and it was in his hands right now. They had caught the ninja's attention when they robbed him, and he wanted to recruit them as ninja. He couldn't think of any other explanation.

Luckily though, that wasn't what Luo chose to ask about, and Shikaku didn't want to turn himself in for robbing the man right under his nose. It was hard enough to believe he was getting away with it so far, he didn't want to know what would happen if he admitted to it. Instead, the man asked the same question as before, but phrased so there was no way to wriggle out of answering without antagonizing the man. Something Shikaku was certain to be a bad idea.

"Ninja are thieves and assassins." he finally answered after a few more moments thought. "They do anything to earn a few silver, from protecting a man to killing him in his sleep, and are open to the highest bidder. The Emperor has declared them national enemies with orders to kill them on sight. The Daimyos enforce that law in public, while they hire the ninja in private to do their dirty work." He spoke, arms crossed in front of himself and with his expression settling somewhere between a glare and deadpan. You heard a lot on the streets, if you cared to listen, and that was the gist of what he'd heard about ninja. Well, besides the claims that they were wizards, but he'd rather not embarrass himself by spouting that one off to an actual ninja.

"Why should we?" he immediately added, keeping up his new tradition of give and take. The question was vague, but the implication should be obvious enough. Why would they want to make themselves enemies of an entire nation, rather than the simple troublemakers they were already seen as back home? There had to be some benefit to it, or nobody would do it.

Woot! Finally got it out! I had a hard time with this one, settling on how Shikaku would respond to the question as asked. I dunno why it was so hard to get straight, but I seem to have now. Now I just need to make sure that continues to be his viewpoint at least until something happens to change it. Consistency. The bane of writing.

๑๑๑๑ Watching Nayama shift slightly as his fingers grew white with the pressure of being clenched, Luo only ceased pacing after an answer was given. The initial response was something akin to what Luo expected anyone from a large city to spout off when asked the question, propaganda set in place by the reigning Daimyo of whatever region the question was posed. The second part, although also somewhat expected, was mildly interesting to the young councilman. Very rarely did people in this era seem to comprehend that shinobi led a life of duality in most places, protecting those who ask for it at the right price, while simultaneously keeping their employer at arms length to avoid simply being double-crossed for the reward. It wasn't just ninja who were gifted in the arts of deceit and subterfuge.

Staring back at the boy blankly, Luo's mind wandered momentarily to a mission he had as a boy. He remembered it very well, if only because it was the first time he had witnessed a double-cross first hand. A small village had hired three squads from the Ushio clan to protect against an incoming invasion force to lay claim to the territory by order of the neighboring daimyo. It was clearly expressed in the contract that only under severe circumstances was lethal force to be used. It was just as well for Luo at the time, he'd had reservations about taking a life not yet fully lived as a child. After what Luo considered his first full fledged battle on the field which lasted two hours plus, the tired yet victorious Ushio found themselves surrounded on all fronts by a second, larger military force sporting the same daimyo crest and armor. As it was explained by his grandfather who under suspicion of the terms of the contract sent a secondary squad to observe and later end up rescuing the first group, the village having fallen on hard times found it hard to pass up the reward for turning in shinobi, especially those from a shinobi clan. People when desperate did unthinkable things, a lesson Luo did not soon forget.

After about fifteen seconds of seemingly looking through the boy, Luo began to respond, sighing in an attempt to clear his mind. "Between the state and shinobi, I've grown to believe more and more that the former is more prone to theft and murder to progress their agenda than the latter. But I suppose from where you're standing that would seem a rather biased statement." The ends of his lips curled slightly, as if there were a joke hidden somewhere in there. In truth, the joke was the "nation" as a whole, and the people who governed it. Luo often wondered how people willingly lived a life of ignorance, and whether it was truly as blissful as they made it out to be.

"None of what you've said is false, I'll give you that much. However, your broad generalization of ninja and their motives is rather...civilian of you. Just as a daimyo will readily employ shinobi and just as well turn them in for profit, there are two sides to the coin that is ninja and ninja life. In what you've said, even you have to be able to realize that being a shinobi is for the most part, a thankless career. Just as well, a career where your accomplishments and good deeds go unnoticed, at least if you want to stay alive. It's true what they say after all, no good deed goes unpunished. I'm sure in the Sheng district the elusive Jushiro clan is mentioned in disdain quite often. A group of thugs who've countless times murdered forces of the state in cold blood during patrols through neighboring villages to combat such things. What I'm sure isn't mentioned however, are the six separate attempts by the daimyo to absorb these villages into his territory by military force, prompting them to hire these shinobi for the protection of their homes, their families." After a moment, Luo shrugged slightly adding, "But again, I'm sure from where you're standing that's information that's neither here nor there, and again biased at that."

Giving himself a few seconds to think of how he was going to answer the question that was posed - implications withstanding - , Luo cleared his throat. "First off, no one said either of you were even fit to become shinobi. Furthermore, it was never mentioned that any of the village leaders were or are remotely interested in bringing you into our ranks. But I'll explain why I do. I believe if shinobi weren't a capable force to be reckoned with, the Emperor would not so ruthlessly order a KoS...sorry, kill on sight law to be enacted. Furthermore, the daimyo under him would not feel the need to employ them given the military power and wealth each of them has. I do this because from my upbringings and experiences, I have come to see that the state of shinobi life as a whole is at stake. Those few clans, men, and women who lead such a life in a morally just way, or rather use their skill to better the lives of his fellow man, should not be persecuted for the acts of those who live unjustly. It would be like ordering the capital punishment of severing every orphan's right hand simply because there were a few who had fast hands and even faster feet."

Taking a moment, Luo's eyes drifted slightly towards Segare's office, wondering just what he was up to in there. Turning his attention back to Nayama however, he continued. "By building and maintaining a village of shinobi, ran by shinobi, not only are we guaranteed a level of safety that a lone shinobi simply could not have, but we guarantee the use of our abilities to help those who actually need the help, and just as well eliminate those shinobi out there who've given our profession a bad name and caused it to be generalized as basic mercenary work. Don't get me wrong, silver is important to attempting to maintain such a village, as it is in any village. However, it is not the coin of the highest bidder that guides us, but our moral compass. If we have to commit crimes of the state to further the goal of ending blatantly propagated shinobi xenophobia, then so be it. Even at our worst, our moral compass will never be as corrupted and outdated as the Emperor's or any other daimyo."

Luo had no follow up questions, he'd learned most he could about the boy, at least everything he'd wanted to know for the time being. He found his right hand slipping into his hip pouch, pulling a senbon out and twirling it. This time however, it wasn't boredom that caused him to do this, but being nervous. He was never sure how well he came across to people, let alone children.

As Luo's "Answer" stretched on and on into a lecture of some kind on the life of shinobi, Shikaku found himself relaxing. He didn't really feel in much danger, and the man was telling him things now rather than asking them, which he was much more comfortable with. As he relaxed, his head slowly tilted to the side, expression going blank and innocent and his gaze turning into a wide eyed stare. Once that transformation was complete, he simply continued to stare, blinking twice every exactly ten seconds, with exactly half a second between blinks. It was a bad habit he'd developed a long time ago, and maintained because it seemed to unnerve the orphanage caretakers and make their various lectures much shorter as they just wanted to get away. Nowadays he just did it by habit whenever he was listening to someone lecture about anything, even if he was actually listening, as was the case now.

While admittedly biased, Luo's portrayal of shinobi painted them as the good guys, heroes fighting against the daimyo's corruption. And there probably was some merit to that view. Shikaku certainly had never been on the right side of the law himself, nor had any particular inclination towards believing the empire's propaganda. But even were all of that true, on either side. Luo had forgotten to address one point. The point Shikaku was most interested in. Safety. A large group of ninja forming their own village was bound to attract the attention of someone, and that someone would eventually lead to the daimyos and possibly even the emperor finding out, and next thing you know, the army is breathing down your neck. Even if they decided they wanted to stay, how could this village guarantee their safety?

After Luo stopped talking, Shikaku continued to stare, blank faced, and thinking, for quite some time. The idea was somehow tempting, deep down inside somewhere, like some part of him felt the idea was right. After all, with slightly less killing and fighting, Shikaku's own explanation of shinobi fit his own past fairly well too. And interestingly, some of Luo's statements seemed to reference that fact, which lead him to believe the man had caught him, but was playing along for some reason. Maybe he shared Shikaku's rule of "It's only illegal if you get caught", and the accompanying rule "If it's not nailed down and you don't get caught taking it it's yours"?

Finally, at about the three minute mark, Shikaku blinked three times, then once five seconds later, before returning to a normal pattern and shaking out of his blank state, though still staring at Luo. "You want to make ninja, the good guys?" he asked, latching onto the last thing Luo had said. Frowning slightly, Shikaku straightened out, applying a serious look to his face and clipping the tool pouch to his belt before crossing his arms once more. "If we do stay, and I'm not saying we will," Though he had to admit internally that he was feeling tempted, though he didn't know why. "Can you guarantee our safety? You're painting yourselves as a massive target by grouping up, and I'm not sure I want to be here when the arrow hits it."

I am going against my OCD and NOT adding a description of how and why he said that last sentence! Just to mix things up. Also because whenever I do that I feel repetitive.

“I wasnt making things up! Whats the point of this anyways? Seems like nonsense to me. Nayama, quiet.” That one was simple enough, Nayama was Shikaku's 'working name' if he ever had one. Which meant either he was doing some sneaky hidey stuff, or was in character. The former more often than not. Timmy didnt question the man's own response, most orphans Timmy had met were made that way through bloodshed. Most of the rest didnt even know anything about their parents like Shikaku. Timmy was undoubtedly an oddity. Few were stupid enough to choose such a life on purpose. Just one more reason Timmy was beyond the norm. His turn. “Ninja” While hearing the word may have passed unnoticed, this time Timmy could feel his disgust, though he was careful to leave any hint of it out of his tone or expression. They couldnt even rob a proper home without leaving behind at least one body. They used ninja magic when simpler methods existed. Hell they even had a spell for locking and unlocking doors! Forget lockpicking, which was childs play even to Timmy, hadnt they ever considered such devices as keys?

After a moment Timmy placed his cards face down and slid them across the desk towards the discard pile, though not quite reaching it.

((Hah! Timmy thinks he has finesse. Thats funny. Anyways, we should probably try and wrap up a little, we are losing our very few rpers, and all the active ones are tied up in private rp. I recommend opening the Academy.

๑๑๑๑ Stifling the will to roll his eyes, Luo noted internally that kids didn't seem to have huge attention spans. Well, it was most people in general in his opinion. He didn't necessarily like dealing with people, however whenever he did he noticed a difference in the way he talked. He was used to constantly being on his guard verbally, making sure to touch on every aspect of any topic he was on. Behind clan walls it was quite normal to either keep it short and to the point, or thorough. Outside of them however, he found himself forgetting sometimes, watching the eyes of others glaze over as if they were beginning to go comatose. He wondered if it was really that difficult for other people to actually pay attention, tossing the thought away almost immediately as he admitted that oddly enough he found himself struggling to pay attention to others as well, albeit for different reasons.

"I wouldn't say that much," Luo said answering the first question. "There will always be opposing ninja factions. Because the profession is based primarily on money and secrecy, I'm positive it will be quite impossible to as you put it, 'make ninja the good guys.' There are two sides to every coin, and opposing shinobi forces are sure to have their reasons for taking the jobs they do and working with the people they do. It's all perspective. What I want, is a place for willing ninja to feel safe and earn a living."

Continuing to twirl the senbon between his fingers, adjusting the speed every four rotations from fast to slow, he scoffed slightly before answering the second question. "No one can guarantee ssafety. Not the Sheng district, not the varying daimyo, not the Emperor. That's just a fact. But for the time being, we can guarantee the Emperor's ego along with our location give us the advantage of being off the radar. That is, unless recruits continue to kidnap kids and raise suspicion as well as fear in the community. Anyway, we've done well to fly under the radar so far. As long as our activities don't heavily interfere with the presiding daimyo or imperial affairs, it'll be some time before we have any real problems. And if we're lucky, by that point we'll have the forces to solve any that come up."

Z finally arrived at the council building after being gone form the village for over a week. The white-haired genjutsu specialist had just come back from putting an end to a slaver who was selling off villagers to the highest bidder. He wasn't too sad that the whole ordeal ended in blood. In fact, Z reveled in it. There was nothing that could compare to seeing fear in a person's eyes as they realized that death was upon him and he came in the form of a white haired demon. Walking briefly inside, Z was going to be reporting to his superior, Rin.

Rin was a genjutsu specialist whom Z had been tasked to support. As a genjutsu specialist himself, it only seemed fitting. As he wandered through the hallways of the building, Z now found himself inside of an empty office. "I wonder where could be," he asked himself aloud as he was finding this game rather annoying. It's been over a week since he's had a decent meal and a bottle of sake and he was looking forward to making his report so that he can take a well deserved break before having to go on his next mission. However, that didn't appear to be the case. Stepping out of Rin's office, he stood at the threshold thinking of all of the places where the girl could have gone to.

It didn't take long at all for Segare to get back to his office. It took even less time for him to find the paperwork he needed to work through. What did take awhile though, was actually doing it. As the village treasurer, he'd taken on any and all duties related to money over the last year, and that unfortunately included all the paperwork. He'd recently begun to understand why his father kept five secretaries. The various village departments had all put in their budget requests for the month, all the mission payments for the last week still needed to be approved, as well as the stipends the council had recently decided to give out, after seeing some of the academy students starting to look a bit too thin. And on top of that he had to deal with the weekly market taxes, arranging supply shipments, and putting through the paperwork on that new building he'd approved earlier that day. All of that, plus the civilian workforce had recently started attempting to form a union to demand higher wages when working for the village. He'd consistently put down the requests, but they kept coming in larger and larger volume, and he half suspected someone to be dumb enough to try something more drastic soon. There was no way he was allowing a union to form though. He'd seen what that had done in the city, and he did not want it here.

So, when in the midst of his mind numbing paperwork, Segare heard a voice in the main chamber, not having turned on his privacy seals, he happily set aside the paperwork and stood to leave the office, taking his things with him. It was getting late anyways, nobody would fault him for calling it a night. Leaving his office and closing the door behind him, Segare spotted a somewhat familiar face exiting Rin's office, obviously having been looking for the youngest member of the council. Not surprising, as this was one of her direct subordinates.
"Evening, Zen." Segare greeted the chuunin with his own chosen moniker for the man. He refused to call anyone by a single letter. "I believe Rin went home to spend the day with her sister. You can turn in your report in the morning, I doubt she'd mind."

Segare briefly entertained the notion of asking how the man's mission had gone, but decided he'd rather not know. Even after their debate on the subject last year, Segare knew Rin still sent her men on some shadier missions than the other councilors generally took on. A necessary evil to be sure, but one he'd honestly rather not look into too deeply until it started to get out of hand.

Bit bleh, but I didn't have overly much to work with considering the most logical in game thing to do between these two would be for Segare to tell Z he could go home for the night, lol.
Sorry about the wait too. Went slow on it cause I was trying to think of something, anything, to extend the scene. Also Minecraft.

Z turned to his side as Segare approached him. He never minded Segare, even when he opted to call him by Zen. It actually wasn't a bad name so Z didn't mind. Z always found Segare to be a wise council member, even though he never did agree with his ways. It was why he enjoyed being under Rin's orders. "Good evening Segare," Z greeted as he gave a slight blow towards his superior.

"That's a shame...I really wanted to get the report out of the way. But I guess there's no point in wasting time here," Z sighed as he folded his arms across his chest. He was actually glad that Segare was here because there was a question burning in his mind, something that Rin had mentioned to him. "Tell me, how are the academy students? Rin mentioned that I might actually have to teach some classes at the academy in her stead," Z stated in a rather cold tone. Segare would pick up on the subtleties that Z did not really want to have anything to do with academy students.

Z had always been a loner. Relationships are a hindrance and they bring about emotions that can get in the way of making sound judgement. So many times Z has used those emotions on his enemies, feelings of love, anger, pride, and envy among them. People filled with emotions were so much easier to manipulate, especially with his genjutsu.

"Oh?" Segare responded, both eyebrows lifted in surprise. He hadn't heard of any plans for Rin to bring in an assistant, or substitute. But then, it wasn't much of a surprise. While she attended most lessons, and had taught some herself, she didn't seem to like interacting with the kids much, and had on occasion expressed some disdain at the idea of teaching everyone genjutsu, a field she appeared to consider something reserved for a more advanced skill set. He couldn't blame her really though, it was one of the more complex fields of study, and many didn't bother with it even if they had the chance.

"Well, they're mostly all kids, obviously." he started to answer Zen's actual question, the surprised expression replacing itself with an amused smirk. It was certainly evident that Zen was as reluctant to take on the class as Rin was, if not more so, but as a subordinate he would do so under orders. And putting a person like that in a class of rowdy kids, trying to explain the finer points of genjutsu? That had to be one of the best jokes he'd heard in weeks. Plus, if anything could get the, from what he'd seen of him, overly reserved young man to loosen up, the academy had to be fairly high on that list.

"Most of them are fairly attentive, though you of course have some trouble makers. Jutsu lessons should be a lot easier than theory though, so if you keep things interesting they shouldn't give you too much of a hard time. Pretty much a typical school setting really, with more ninja." he shrugged, not sure how better to explain it, and momentarily forgetting that very few of the people living in this village had had the opportunity to attend a proper school. In that, he was likely in a vast minority, and even more so having not only completed a full course of schooling but had private tutors on the side, right up to the day he'd left. These days, most people didn't get any schooling at all, and most who did only got a year or two of basic starting classes before they had to find jobs just to survive.

Really, much as the kids might complain, those in the village academy were actually better off than they would be elsewhere, as he had personally enforced a ruling that everyone in the academy receive not only a basic ninja education, but a civilian one as well. He was even hoping to get a separate school set up one day for the younger children, too young to start ninja training, or who were simply not cut out for the life. Once the village got larger it would need a civilian workforce to support it after all.

Sorry for the wait, again. For some reason I had a hard time composing what I wanted for this. Finally just decided to take what little I had and start writing. May have rambled a bit in a couple spots, but I think it came out well.

Z listened attentively to Segare's words as he folded his arms across his chest and shifted his stance. Despite the rather 'lax' stance, Z was always guarded. He knows all too well that one unguarded moment could mean your life. Something that he would eventually teach to his so called students. The trouble makers interested Z greatly, mostly because he had ways to deal with them. "Heh...do you know why Genjutsu is so effective in battle and yet so few can actually perform Genjutsu?" Z began as he started one of his typical known rants.

"The reason why we perform torture on the body is to break the mind. But if you can go straight for the mind, it just saves a whole lot of trouble. Don't get me wrong, I love a good torture. However, even the strongest of minds can break under a well performed genjutsu. Genjutsu can make your enemy see what you want them to see, feel what you want them to feel, all of their senses under your control. That power can be intoxicating to some," Z continued. Although he took sadistic pleasure in what he spoke off, his facial expression did not show it. He still bore the same cold demeanor towards Segare.

"I wonder how Rin would feel, should the trouble makers decide to cause problems, if I were to just place a single vision in their minds. How quickly do you think they would fall in line? He was a sadistic man, but he placed the safety of the village above all else and has been a great asset.

Segare almost replied to Zen's query, having been subjected to more than one lecture on the topic by Rin, who was always just slightly elitist about her specialization. But, before he could speak it quickly became apparent that no response was expected, or perhaps wanted, as the younger man continued into a rant about torture and control, a subject that made Segare distinctly uncomfortable, seeing as it apparently somehow connected to the academy students. A feeling of disgust at the thought attempted to overwhelm him, but he fought it down, keeping his expression neutral but for a single raised eyebrow.

"Is that so?" he murmured at Zen's observation of the intoxication of power, his eyebrow raising slightly further. Segare may not have been the most subtle of men, and didn't exactly care to be either, but even with Zen's carefully controlled expressions, it was still easy to read the man's feelings, if even just by his words. Segare allowed a slight frown to overtake his expression as the man continued, implying that he would use his genjutsu, his torture techniques, if one combined the statements, to control and discipline his classes. For a moment he considered overruling Rin's decision of having the man teach at all, but then his brow furrowed in thought, and he looked the man over a bit more closely.

For all that the young man's words disturbed him, they seemed calculated to do so. The man had exhibited not only a love for torture in his statements, but for control over people, manipulation. And before either of those things, a disinterest in the idea of teaching. Snorting, Segare cleared his expression and mirrored Zen's stance, crossing his arms and forcing a slight smirk as he gazed at the younger man.
"If you're trying to get out of teaching, you'll have to take that up with Rin. She hired you, she gets to fire you." he spoke, eyebrow raising once more as he watched Zen for any reaction. Subtle himself or not, he'd learned well over the years to read those around him, and whatever came next could tell him a lot about the man before him.

Z sighed as Segare read right through him, and if Segare could see through his ploy, then Rin would see through it too. "I guess you got me," he stated almost lazily as he shrugged his shoulders and shook his head. "I'm no teacher, nor do I have the desire to be so. I was hoping to convince Rin that the only thing I'm good for is death and interrogation. I guess there's no getting out of it," Z stated as he placed his hands on his hips and looked down at the floor solemnly. He was not looking forward to taking on any students, mostly because the only way he knew how to teach was how he himself learned how to be a ninja. The council members would probably not find that as a humane way of raising the future of the village.

"Hmm..." Segare murmured, lowering his hands to his hips as he observed the man before him for a moment. Judging from his speech and actions, he wasn't just uninterested in teaching, but if Segare was reading it right, on some level afraid of it. Probably afraid of failure. "Want to know a secret?" he spoke quietly, deciding to take a different tact. "The only thing I'm worse at than being a teacher is being a student." he said, giving the young man a wry grin. "I don't know how to teach. I walk into the classroom knowing what the kids have to learn, and just start talking. I ramble on about whatever details about whatever I'm meant to be teaching I think would help me understand it if I was learning, and hope something sticks. And when I really feel stuck, I do something crazy to distract the kids from it, and motivate them to figure it out on their own. And most of the time? They fall for it."

Segare laughed, raising his arms again in a helpless shrug.
"So you know what I think the real secret is to being a good teacher?" he continued, looking Zen in the eye to impress the relative importance of this "Secret". "Make the student want to learn. If they don't want to learn, they won't. If they do want to learn, they will, whether you think your lesson is adequate or not. So the first thing you need to do when you walk into the class, is convince them that they want to learn what you have to teach, and that you know how to teach it to them. After that, it doesn't even matter if you do or not. Just do what would work for you if you were the student, and make them want to learn. Simple as that." Segare shrugged again, smiling properly once more. he may not have considered himself a good teacher, but he did enjoy teaching, in all it's myriad forms, and this, in it's own way, was one of them.

"Do try to avoid anything particularly traumatizing though..." he added on, head cocked slightly and a mock doubtful expression over his face as he observed his conversational partner.

Z listened intently at the words coming from the young man. He was wise, of course he had to be. The man was sitting in the village council along with his own superior. The title alone was a testament to his knowledge and strength. A stray thought entered Z's mind as he listened to him...what kind of a fighter was he. If Z was to attempt an assassination against his life, how would Segare fight. He was curious, but quickly put those thoughts away.

After Segare finished, Z opened his mouth to talk once more. "I guess teaching for me is inevitable," he sighed as he scratched the back of his head in slight annoyance. "However, your words do have some value. So I have to convince them that what I have to say matters. When I was a student, every lesson was life or death. Not wanting to learn and wanting to learn didn't matter, if I didn't learn the lesson my life would be forfeited. So obviously I always wanted to learn..." Z explained.

"Thank you for your advice and for taking the time out of your busy schedule to talk to me. Regardless of my...apprehension...I'll do my best to make sure that the students are learning the lessons they need in order to help the village prosper. I can't however, guarantee them not being slightly traumatized but I will do my best," Z grinned as he let out his first sincere smile throughout the entire conversation.
