are currently working on runes that utilize both. Their use is limited but effective. Creating artifacts and upgraded runics is of course an option for you, Melvin. But it's a rather long, arduous path of study. Long hours, many failures. Possibly
fatal mistakes." Perking up a bit, he cheerfully concluded, "And I wish you

Creating new artifacts and runics that can actually be used in battle/defense/healing fall under the same circumstances at custom C and B class artifacts, and would have similar requirements, though the context would be a lab setting and they would not be immediately/permanently bonded to him unless you chose to have him keep them.
