"There
is such a database," the doctor's smile remained pleasant, "Insanity has been the subject of
much study for the past few years." His eyes landed on Reine, and his smile widened. "The cruz of Insanity is that we're constantly behind." The doctor looked at Mimsy and that smile grew teeth. "It's constantly evolving, you see, and the sudden escape of all the contained Insanity from this island into the greater world has caused yet another unpleasant mutation to rise up against us. So no, it's not the
norm, but chances are
it soon will be." Looking back down at his papers, he gave the trainee a little wave, "You have clearance for merits your level. Clarice's old files will not be accessible, so it will only afford you a basic understanding."
And then...
Melvin. The doctor's eyebrows rose and fell, then rose even higher during Melvin's presentation in a silent ballet of a judgement. Once it was over, H gave him a wistful smile, "Yes, I do expect access to all your findings by the end of the day. Holding onto project information after recent events would be...
regrettable." Again his eyes landed on Mimsy.
Taking another breath, he continued, "Weaker artifacts can be negated in several ways, but you need a strong grasp on
both distortion, which powers artifacts,
and Insanity."You'll be pleased to know that we
are currently working on runes that utilize both. Their use is limited but effective. Creating artifacts and upgraded runics is of course an option for you, Melvin. But it's a rather long, arduous path of study. Long hours, many failures. Possibly
fatal mistakes." Perking up a bit, he cheerfully concluded, "And I wish you
the best of luck! Next."

Creating new artifacts and runics that can actually be used in battle/defense/healing fall under the same circumstances at custom C and B class artifacts, and would have similar requirements, though the context would be a lab setting and they would not be immediately/permanently bonded to him unless you chose to have him keep them.
