"Seems like there's not much the police can do," he said, vaguely disdainful of the fact. He recalled hearing of the events at the end of the contest in Sandalwood, how quickly and efficiently the criminals had escaped before anything could be done about them. "Even if we know someone's a Rocket, the police can't do a thing if it can't be proven. And even if they could, that's just one person out of who knows how many..." It was hard not to feel kind of overwhelmed talking about it like that.

"Sure, they say that, when in reality they're just sitting on their hands waiting for someone to get seriously hurt before doing anything." But apparently that's already happened right? And still nothing had been done? Yuri's voice was tense, which wasn't too common for the guy, but this clearly bothered him. Yet he was restraining himself, trying not to let it get to him too much.
It was all just damn bureaucracy, and he was sick of it. How many people had to get hurt or stolen from, or even killed, before those with the power to do anything actually did it? But then... weren't these trainers trying to do something? They were just a bunch of kids though, and they shouldn't have that responsibility. It was really sickening.
Repede, who sat at Yuri's feet, groaned as he sensed his master's feelings. The Pokemon knew all too well Yuri's frustrations, and shared in them.

Rosie watched Yuri for a while as he spoke, though she was paying closer attention to the stance and expression he wore. She didn't agree with his words, finding he was so quick to judge the situation, and the hard working people involved when he really didn't quite know what was involved. But she didn't argue back, since she knew that this was still a very frustrating situation, one that was hard on everyone.
"Hmm" She put her smile back up, head lifting higher as she let her arms swing next to her a couple of times. "Well, Now that you know, just be careful." This was joined with a gentle smile of greeting to the man's pokemon. "Your from the Grande Ile too then? Your probably not a registered trainer then are you?"
The trainer in pink knelt down at this point, leveling herself with most of the pokemon around. Kiss Kiss hopping over to drape over Rosie's knee. "Kodo seems to be quite the location for people from the grande Ile to visit." she giggled "Not that thats a bad thing`" She added with a shake of her head.

Luke couldn't agree either; he didn't know enough about Kodo's police to pass judgment against them so easily - but it was for that same reason that he couldn't disagree. He reserved his decision on the matter.
He watched as Mieu moved to join Kiss Kiss, leaning against Rosie's leg and looking up at her with a gentle sound. "Grande Ile and Kodo opened port to one another not too long ago," he offered, remembering the matter from his father's tirades during a time when it seemed the negotiations would fail. "Apparently it was kind of a big deal or something... Seems like people are making use of it though." Said the boy who had made use of it himself. He didn't really understand the political implications, but it was convenient, at least.

It was Yuri's experience talking, for he'd seen plenty of injustice at the hands of authority, and continued suffering for the sake of red tape. He hated to see people suffer. Even though his voice hadn't raised a degree, he realized he was probably making the kids uncomfortable, and just put back on his smile.
"Guess I will," he said in regards to keeping himself safe. He wasn't particularly worried, though.
"Yeah, and I don't plan to be," he replied with an indifferent shrug. Joining the league and becoming a trainer wasn't really for him.
"I didn't exactly come here on a vacation, but I guess I'll be hanging around for a while." He then glanced over to Luke as he threw his two cents in. Yeah, he remembered hearing something about that thing between Kodo and Grande Ile, not that it mattered a whole lot to him.
