Actually there is a level 11. Level 10 is just as far as you can naturally get. There are still buffers and the like that can increase your level further.
Having a higher level means an increase in anything. You will be faster, stronger, and have more energy than those under you. However, as far as energy amount goes it stops at level 10.

Talent Description: By touching people on their skin, Candy get's a rushed flood of their memories. As he goes up in levels, the skill increases in people:
Level 1: Candy can try to use his skill, but more than likely it will be blocked.
Level 2: If he tries to use the skill, he'll only be able to see what the person is thinking at the moment.
Level 3: Candy can see the worries of the person he touches.
Level 4: Candy can see the names of people the victim holds close.
Level 5: Candy can see into the recent past (Fyi, see what the person did in the last 2 months)
Level 6: Candy can see up to a year in the past
Level 7: Candy can see up to the past five years
Level 8: Candy can see all the memories
Level 9: Candy can manipulate those memories
Level 10: Candy can erase those memories.
Talent Weakness: This talent only works if Candy touches the victim. He can't just stand there and read minds.
How did the character get this talent?: Steriods given to him from the LELL organization.
Sample: While walking next to Mira (Yes chill I'm using your character >:3), Candy smiled and looked down to the woman. The man was using his good looks and personality to lure this little lamb to the slaughter. He had heard her talking the whole time, but nothing that she said had any useful information.
With a light grin, Candy swooped Mira up into his arms. The look in her eyes, the blush, it was all so cute. Leaning in, Candy pressed his lips to Mira's as he held her tightly. While it looked like a simple kiss to others, Candy was actually searching through her memories. He viewed Mira's past like it was a movie flashing in his mind. The man witnessed it all, and when he had his fill, Candy released the woman. There was the information he was looking for, and luckily for her, he wouldn't need to erase anything.

Talent Description: Martial Background is the result of being trained extensively from a young age, the result is a person having two sub styles to start off. One must be a weapon and the other a martial arts style.
Talent Weakness: In exchange they are very technically oriented and can not master all stages of their sub styles until level 10 instead of 8.
How did the character get this talent?: Intensive training from a young age and no traditional schooling until his teens.
Sample: Yuri rolled backwards out of the reach of his opponent, moving into a hand stand and spinning to kick out at the other man's head. He rolled to his feet from the handstand and glancing around reached out to grab a broom and with a quick kick broke the bristles off of it. With a quick spin he shifted the make shift staff in his hands and looked towards the other man holding it in a similar manner to a pool cue before jabbing the jagged end forward. As the man dodged to the side Yuri spun and kicked at the man's legs tripping him before jumping slightly and slamming the staff down on his stomach. As the man got up Yuri lashed out once again with the staff before kicking out as he spun into a hand stand and swept the staff low while kicking high. He hoped that the multi leveled attacks would keep the man off balance long enough for him to land a coup de grace. He was fortunate that the opponent was not used to dealing with weapons and hand to hand at the same time but used it to his best advantage while he could.

Main Style: NA
Talent Description: Jasper has excellent martial arts skill, but has troubling reagaining his abilites after rehab. Oce he starts training however, Jasper remembers some of his former skill, mainly due to muscle memory. For martial arts styles, each time he learns a new style, eh can learn teh first two stages instead of one.
Talent Weakness: 1+ post to learning weapon skills, as Jasper has trouble with them due to rehab, and no prior experience.
How did the character get this talent?: By spending several years in rehabilitation due to drug addiction, as well as physical therapy.
Sample: Im not sure if I can really put this into a sample... o.0

We could do that. Gene-X could be something provided by you know who to you know what at an earlier time back when the members were little kids. That would tie them all together more if you want to go with that.
