For Germans, I think it's free as long as they've done well enough on the Arbitur. I have no idea what it'd cost for foreigners, though.

It's free for both Germans and Foreigners as long as you can pass their test.

*to your question in the beginning*
Germans have many more classes than here in the u.s. Lunch is also their biggest meal. There is usually only 1 or 2 children per family. a family of 5 is rare. They love to garden, mostly. when your at a restraund and you and a friend are at a table fit for four and two others come in they might ask to sit in the empty chairs. It's very common. most of everyone gets to go home for lunch as well.

German schooling normally has diffrent classes everyday, making what in my opinion is a crazy schedule to memorize. They normally dont switch classrooms either, unless its for an elective. The teachers come to them. They often times go to school from around 10 or 11 in the morning to about 2 if I remember right, for a general 3 days out of a normal 5 day school week. Then, the other two days they go in a lot earlier, probablly around 8, and stay till around 4.
They don't have school spirit or sports teams, so that means no dances or anything like that. Instead, they have sport clubs, and clubs compete agaings other clubs in their town or even from other towns.
There are also three schools too. The "Kindergarten" which is going to about grade five, and for the younger kids. Then, there are three highschools. I can't remember the names of the three and I apologize for that much, but each one is for specific jobs and classes. The first, and lowest, is for hands-on jobs. Physical labor and maybe even pottery would be the sorta things you would be working towards. You take classes threw highschool until you graduate, and then you are already educated to start working.
The second is a little better, and is the school where you go for things like becoming a cop, or a figherfighter, or anything you can do without a college degree.
The last is the Gymnasium(the only one I can remember the name of sadly). This school goes past grade twelve, with a thirteenth year of college prep, to get into college. This is technically speaking the "smart" school.
You can also become a professional student there, since its free. And as long as your going to college and passing, your parents actually have to take care of you by LAW. Its crazy but a lot of people who like school but don't want to work do it.
And on the resturaunts thing, its true that people may ask to set at your table, and thats common. Often times, unless your a foriegner, you'd completelly ignore eachother. Its also common for people to bring the family dog to the diner. So its not surprising to see a family get up to leave, and suddenly a big dog comes out from under the table that you didnt see before : 3
I just rambled a lot but yeah...^^;
