The Amekage just smirked a coy little smirk.
"We are a lot alike. You seem like a person who understands what it means to obtain power. I respect each and every one of you for your dedication to your ninjutsu disciplines. I dedicated myself to a different "style". I worked may way up from the gutter Woshi-kun... I saw men like you starve to death despite their great talent. The power I wield is more powerful than any jutsu or weapon. I wield the power of men's hearts. Everyone has a price. You'll see..."
As he spoke he gave a covert glance to the Sound representative. He hadn't reacted negatively. He had only smiled and folded his hands, rather amused. It was the sort of mutual respect he had expected. The Amekage was smarter than most had given him credit for. In truth, he hadn't made of offer to get anyone to vote for him. He had offered the bribe to put himself on the same level as these high-and-mighty kages. He had power too. Now they saw that. They would fear him a bit. He had a power they didn't- corruption.

Kirabachi stayed quiet, not reacting to the Amekage's bribe. This clearly wasn't about the bribe or if anyone was going to take it. He just wanted to flaunt his power. Kirabachi didn't doubt this man had that much money- but he doubted he'd "fire his cannons" so boldly. This was just a shot across the bow to let them know he was armed...

"Amekage; I am sternly going to say no; I have been the Kage for my Village just about your entire life. You think your money is stronger then any Jutsu; but that is only the case when it comes to weak minded and weak willed men. Money has never been what the truly powerful have longed for; in truth it is something they despise. Money is something that you only need if you haven't the ability to take care of yourselves" Hakubo said looking at the Kage; having remained silent other then a few comments to the Mizukage sense entering the room; his face remaining a blank slate; the perfect poker face. "The fact you have gained control over the Land of Iron shows no strength in your ability as a leader; only weakness in the land of Irons" he said simply looking at the Kage' Samehada gurgling slightly as he said that almost as though to reinforce his comment to the younger Kage. "You will bring no fear or even second though to the village hidden in the Falls; you are nothing more then a spoiled child who wishes to flaunt his toys; any comments you say to me from now on should be about the alliance and in all effort to improve it" He said still looking at the man in front of him. "If you where really aiming to help the alliance as you appear to be; you would offer your assistance without strings attached"

Șuijin and Mizuchi were taking extensive mental notes on all the information the Kage and Udai member were giving. The S.S. leader tensed slightly when Denrei informed them the origin of the roses. He didn't like the sound of an immortal being able to get so close to the Mizukage without their notice, but he especially didn't like the sound of the fact that the same man was connected to the murder of the Udai Council's late leader. As the 'Amekage' spoke, Suijin's all ready non-existant amount of respect for him dropped through the floor and didn't stop even at the last ring in hell. 'Tch. Badasses my a**!' she scoffed in her head. Not even a ninja? And he called himself a Kage? It was ridiculous how blatant his lack of knowledge was of how shinobi functioned. What was more ridiculous was his proposal. He was gaining anything but respect or fear in her eyes, and apparently most others. His ploy was seen clearly by the Mizukage and her son. A: There was no way in hell she'd fall for such a weakly-planned scheme. B: She had forgotten the meaning of fear a long time ago. "HAH! You'd like that, wouldn't you numb-nuts!" Suijin laughed outright. Yes she was insulting a fellow Kage. Anyone who was familiar with her 'unique' personality wouldn't be surprised. It was even funnier that he was also including her in his collective title of 'kids.' Suijin knew the value of money, there would be no doubts about that were you to ask any one person from Mist. Even after the Tengu War when a good fraction of their resources were going to Snow for reconstruction, she'd managed to not only keep Mist in a stable financial state, she somehow found ways to make her village prosper exponentially. She did indeed value money, but the world she lived in, the ninja world valued other things. She would never sink so low as to accept a bribe. No matter how high. "Anyone'd have to be either a damn fool or damn-desperate to go for that. If you have to stick up a bribe for your choice, then I highly doubt he's worth what I left in the can this morning!" And anyone smart would know if they stuck a worthless s**t as Head Ninja of the Udai Council- they'd all suffer for it! And the suffering wouldn't be worth the money!

Natsuhiko was initially taken aback by the Amekage's brazen behavior. She looked to the other kage to observe their reaction, relieved to see most all of them were as affronted by the proposition as she.

...Though she noticed the Yukikage seemed to give the bribe a little more thought than necessary, before seeing the look on the Mizukage's face and quickly mimicking the rest of the council's offended scowls.

While Natsuhiko nodded silently along with the Kaze and Takikage, keeping a cold stare trained on the Amekage, she physically restrained her hand from coming in contact with her face upon the Mizukage's outburst. A bead of sweat slid down her face. Those who knew the Mizukage seemed rather unaffected by what seemed to be a perfectly in-character exclamation on Lady Suijin's part. Keichii Shiro even snickered a little.

Natsuhiko sighed, feeling this situation was getting out of hand.

"Thank you... but no thank you, Sir Amekage. While your... thoughts are valued as a kage's, these matters are ones to be handled with our citizens welfare in mind, not self-serving interests."

She spoke with the utmost respect. Each word was enunciated clearly, but spoken at such a volume, it was likely no one would listen to her at all. Still, she carried herself and her words daintily. Judging by tone alone, she may as well have been asking the council if they wanted sugar with their tea.

"Not to act hastily, but may I request we not dawdle on matters not pertaining to the issues at hand? I apologize for speaking presumptuously, but I consider the summit's efficiency as our primary concern when I suggest we continue with the meeting's agenda."

Denrei jumped at the opportunity to interject,
"Yes... Lady Tsuchikage... you are correct."
There was little bit of bite in the way she responded. They had got off track and it was a relief that SOMEONE had asked to continue...

"Perhaps I can ask you to speak on the matter of your village next Lady Tsuchikage."
Reports from Stone had been slow. The village had shrunk in recent years and they where not particularly active in the Udai Council.

The Lady Tsuchikage in question flushed lightly as attention was suddenly directed towards her, though it went hidden under all of the makeup spread across her face. Nevertheless, she stood up from her chair to give her speech.

...Only to disappear under the table.

Natsuhiko paused for a moment before scrambling back onto her chair and standing on that. She brushed the wrinkles out of her robe and took a moment to breathe and compose herself.

"I suppose from a certain perspective, no news is good news in the Village Hidden in the Stones's case. That is to say, very little has transpired on our corner of the map. To my knowledge, Iwagakure has had no interactions with the aforementioned missing-nin or their associates that appear to be plaguing our unfortunate friends."

Natsuhiko spoke slowly and with purpose. It came across as an attempt to sound dignified, but in reality, it was to keep herself from hyperventilating. She did her best to make eye contact with each person in the room and keep a steady, but genial tone.

"In short, life has been quite uneventful for my people since the last council meeting. While I have acquired my title of Tsuchikage only recently, I have had the fortune of inheriting it from a living predecessor, Lord Tame who peacefully resigned last year."

She gave the surrounding kage a cute smile, which faded as she continued her report.

"On the other hand, my village has, as I'm sure you good people have noticed, had a significant decline in shinobi over the past few years. Iwagakure's location, which has served, so long, to our benefit is beginning to take its toll on our economy. Though I suppose this is to be expected considering there is no war to be fought at this time."

Natsuhiko managed a small smile despite what the circumstances meant for her village.

"Since honestly, there is no reason to live out in the mountains in a Hidden Village if one is not a shinobi or related to the profession, our home has seen an increase in the emigration of civilians."

She sighed despite herself and a small bead of sweat slid down her colorfully painted face.

"So I suppose to summarize my summary, the lack of conflict in Stones has lead to a lack of need for ninja, which in turn negatively affects the need for the civilians which hold jobs that support our shinobi-centric livelihoods, and so... The Village Hidden in the Stones has shrunk."

The sweatdrop formed on her face magnified at her own sudden shift in speech from painfully delicate to relatively blunt. There was really no way to speak around the solid facts. Iwagakure had never been a financially affluent place, but now...

It wasn't even as if she could complain about their circumstances, as that was akin to asking for a war, which... really wasn't something suggested in the Idiot's Guide to Leadership.

"Of course, we, as Stones ninja, are taking this all in stride. We're known for our hardiness and we have no problems with adapting to whatever man or nature may throw at us. This matter is no cause for concern."

She bowed lightly, causing her curled hair to bounce around her shoulders.

"And we are perfectly willing to assist this council with its purpose of peacekeeping however we can. Thank you."

With that, Natsuhiko hopped back into a seated position and smiled politely at the center of the group with her wide, doe eyes, while her stomach settled from its stage fright-induced backflips.

Denrei nodded with her typical stoicism,
"Thank you m'lady."

Returning her gaze to the council that had collected before her, she looked the remaining Kages over one by one. Her eyes eventually decided upon the Sound representative... what he said would probably be interesting. No use letting him get the last word...

"I'd like to listen to what the Otokage's representative has to say."

Her voice was stern, though a slight twinge of displeasure crept into her voice.

Her lips pressed tight.
Denrei had expected to at LEAST get some lies to leek out of the gaunt corpse they sent them... but not even that. Behind her stoic mask, her emotions ran hot.
"Thank you... I suppose in that case I will now ask for the Kusakage to report on the status of the Hidden Grass Village."

She was dryer than normal. Her tone was flat as an academy student's chest... she hadn't gotten the rise she had wanted from the Sound Village.

Natsu pursed her lips at the offer, her head resting on her hand as her eyes lazily glanced over at the Amekage. It was only a small flicker of attention, like the way a teacher would give a student once they had completed their homework and still stood by the desk expecting a gold star, but Natsu's lazy response could be considered... Rather rude for a woman of her upbringing, "Haven't I heard this offer a thousand times before...?"

She didn't take the bribe very seriously, but before she could even speak her say in the matter, the subject was then switched over to her report, and Natsu sat up straight as though to present herself with more attention than before; she was slowly starting to fall asleep had it not been for Shiori's inexcessive chattering and fiddling right next to her. "There's hardly anything to report. Aside from the decline in genin. Ever since Sakabato, there hasn't been much progress for the Grass village. We need more shinobi. Our numbers are starting to dwindle because of our decrease in ninja. We barely even manage to find a suitable kage, let alone figurehead..." said Natsu as she leaned back in her seat, her dark eyes fixating themselves on everyone in the room, "Not to mention we're spiraling into debt. The last kage left a mess of things when she died," she said flatly before changing the subject quickly. She did not mean to insult Lady Sanae, especially in front of the Mizukage, but there were times when Natsu became so frustrated with her position that blaming Sanae's death seemed almost reasonable. But it wasn't her fault she was sick...

"Among the Cloud's activity in our outskirts... We're quite subtle these days, I'm afraid. Our loyalty, however, is to the council. And the Kusagakure are more than pleased to maintain the balance of peace, as Lady Sanae would've wanted," she said, speaking briefly before drumming her fingers against the chair. Her report was rather blunt, and short compared to the others. But as she would have it, Natsu could think of no better way to give a small report than to bore half the people with useless, idle chatter. She was more straight-foward than elaborate. And since this was... Basically what had happened over the years, that was all the Kusakage had to say. Unless, of course, they were unsatisfied with this.

Good god, the last thing she needed was to have the entire room glaring at her by mistaking her report for lack of consideration...

Denrei nodded stoically, the grass village was never a large village but it Shinobi where of superb quality. It was like they where distilling the skill- letting only the best past. However, letting so few pass, even if it was just because of the size of the village, meant they had fewer cards to play at one time.

Turning her attention to the last few Kages, she regarded the Kage from the Falls.
"I believe Hakubo Shidou-sama would be the perfect one to follow up... please."

As Denrei gave the floor to the Tukikage, he stood and gave the girl a slight head nod. "Thank you very much; Danrei-San" He said polity as he nodded to the girl; he normally tried to act polite, and sense becoming Kage he had been able to overcome the short fuse that had gotten him into most of the conflicts he had been in before that point. However Anyone who worked for the Udai no matter there rank; instantly received the same respect as any of the Kage's would from him; after all he had spent a large section of his life getting the Alliance started. "As for the Village hidden in the falls there has been little of interest" He said shifting the massive sword that was on his back; which gave a slight gurgle as he moved it. "There have been a few attempts on the Hero's water in the past years; but seeing the skill of the Shinobi involved I am positive that it has nothing to do with the Criminal Organization know as Wairudokaado" He said looking at the other Kage's as he spoke in his normal Polite tone. "Other then that and a visit from a group of Cloud Ninja a Year back. There had been nothing out of the ordinary" As he said that the Tukikage sat back down in his seat giving another slight nod to Denrei; showing that the update on his village was finished.

Denrei nearly blushed (if it was in her) when the Tukikage showed her respect in such a fashion. She shook it off and bowed deeply.
"Thanks..."

Regarding the rest of the table her eyes fell on the Leaf Village's representative. Her and Kirabachi went way back... way back to when she was a genin.

"Kirabachi...kun"
It pained her to even call him THAT. There was respect between them... but a good deal of animosity.
"...your report?"

Kirabachi closed his eyes for a moment, collecting his thoughts. Slowly, they slid open and his face was stern as ever.
"The Hidden Leaf Village has been prosperous... however we are not without our share of attacks. Three years ago our ANBU counter intelligence division was targeted and attacked by two members of Wild Card. One was Inogare Yamanaka- a member of the mind reading Yamanaka clan from our village. She is still at large. The second was a ninja who was very proficient with fire jutsu. His trail went cold two years ago. From what little information we had on him hints at a vague blood relationship with the extinct Uchiha clan."

The ANBU Captain paused for effect,
"What's more is that we have found the location of the first Immortal- Lu. I reestablished contact with him some time ago. He assisted the Leaf village in several training actions. I am under the impression that he does not condone the actions of Wild Card. They are a cult dedicated to the resurrection of the immortals. They believe that if enough chaos is caused, the Immortals will return to usher in a new age of peace. Their actions are in line with that provocative... I believe we should act under that assumption. Our information also has lead us to believe that act as independent cells, the leader only knowing a single member of a higher cell. Their actions in small teams have been consistent with that organizational structure to date. Either pairs or an entire cell moving as one against a target and being broken up when not? We are dealing with an efficient, intelligent, enemy... one who has infiltrated every level of our villages."

With that, the worn out teacher gave a nod to signify he was finished.
