Hmm... I don't see any problems with having an older character. If you'll recall in the anime there are a number of elderly trainers that were more than capable of doing things that the younger trainers could do.

Age would only have a snag if the younger leader has some kind of inferiority complex.

That's not quite what I mean. The age is perfectly fine if that's what you want. Its just something for you to consider. Other younger members (Gaddwick included) might be a little intimidated at first. They might expect someone at that age would join the police instead of the Rangers. I just wanted you to be aware that there would be an age gap between characters. (Looking a little closer it does kind of fit in with Larvatar being a slow to evolve rock Pokemon.)
About your past, The Rangers have some access to police reports. They can find if a registered trainer has a criminal history but they wouldn't know exact details. Essentially if you've been arrested and identified they would know. If you never got caught or the Police were unable to capture or get a clear look at you then the Rangers would have no idea about your past.
