I am guessing wizzerd/sorcerer ... it's two classes XD
EDIT: the winner is MONK! which surprises me, not that it is a bad class, it owns, just that it surprised me.

Monk is pretty amazing, I just wish I could play a non-lawful Monk.
I think the Lawful requirement was created just to thwart my effort do making a dualclass Monk/Barbarian. Sigh.

Another rediculously powerful combo would be Barbarian/Paladin.

I edited this to cut all the rambling out, short story, Barbadian/Paladin is not that great cuz you cant use most of your paladin stuff while raging, and heavy armor get's rid of the +10 to speed

Ok, I've discovered my new Favorite Class.
Complete Arcane base class, Warlock.
d6 HD, 2 skillpoints/level, Rogue's BAB progression, Good Will saves.
you get Eldritch Blast, a 60' ray touch attack that starts of doing 1d6 damage, increaces another 1d6 every level or two levels as the character progresses. It takes a standard action to use it, so no multiple blasts per attacks.
you get a limited selection of at will abilties called invocations. It's like having a really small spell list that you can use as many times as you want. Some invocations can be added to or modify the Eldritch Blast. At level 20 you can have 11 Invocations, without taking Feats to add more. Invocations are based of Charisma.
At level 4 you get the ability Deceive Item, which lets do 'take 10' on a Use Magic Device check, even in stressful or difficult conditions. That means at level 4 with max 7 skillpoints in Use Magic Device, and a Cha score of atleast 16 (+3) (since Invocations are Cha based, you'll want to have the high score anyway), you get an automatic 20 to use any wands, any arcane or divine spell of level 4 or lower, at level 4.
At level 12 you get to make Magic items.
You also eventually get DR/cold iron, Fast healing for 2 minutes once a day, and energy resistances.
It's such a pretty class. I'd gladly track down and post all the info here so you guys have access to it, just so I could play the class in a future game.

Here's how I understand it, correct me if I'm wrong:
Page 85 of Players Handbooks says to use a Wand you need to succeed on a Use Magic Device DC check of 20.
With 7 ranks Use Magic Device, + 3 for the Cha mod, taking a 10 automatically gets you the required 20 to succeed the check.
Additional points invested in Use Magic Device would allow for the automatic success of Scrolls, which are DC 20 + spell level.
This is the understanding I'm operating out of. If I'm wrong, please let me know 'cause I really want to use this ability properly 'cause I think it's awesome. The idea of a ranged attacker, wand user with some survivability built in sounds really appealing to me.
Thanks always for input!

You are infact partly wrong, it is what happens when you read only the table and skim threw the flavor text
Use Magic Device is used to use magical things that for one reason or another you could not use normally, if you know the spell in a wand, you can then infact use it normally.

The thing with Warlock is they don't know any spells. The only way to access a wand is with Use Magic Device checks. Like a Rogue would.
So, with that said, would 'take 10' and 10 points in Use Magic Device automatically permit a character without access to the spell from any other means to use any wand, assuming they were familiar with the wand, knew the activation word, etc.?

Looking over the stuff, i'd say you're right, it looks pretty cut and dry. I imagine that's the intended class feature.
