As for how the plan of the 4 Master's works. The former Avatar has died 6-10 years ago and people are beginning to worry about who the next Avatar could be. A group (the 4 masters and friends) declare they have the Avatar and s/he has shown them the way to bring true balance to the world. They talk a lot about peace and love, gaining them follower from all the 4 nations. Then they announce, that the Avatar has told them, that now is the time to bring true balance (once they're gained an army of followers and remember no one has seen the child Avatar. Might have caught a glimpse or seen the child hidden behind drapes, but never actually seen the child). Thus they begin to take over area after area (I'm not sure where they would start). All the while convincing people outside that the army is merely a tool of the Avatar and is s/he's whim. Now that the 4 Master's have a good amount of support and a great amount of area, lets say half of the Earth kingdom, some of the Southern Water Tribe, etc. A group of doubter have emerged to oppose the rule, however people aren't sure they can trust them.
It becomes a he said she said fight, so the group decides to gather they're own army to fight against the growing power of the 4 Masters. Since the 4 Master have quite a bit of support they (The Doubters) have to work in secret. They gather a small army (us) to fight and aid them. As they search for the real Avatar, note that the 4 Master could be right and they have the Avatar...however the poor child is locked up and isn't training as the 4 Master says s/he is.

To sum it up:
1. A group of people declare that they have the next Avatar. Telling people that they Avatar has told them, through his/her past life that the only way for true balance to occur is to have the Avatar Rule. 4 "Master's" step forward claiming to be the voices of the Avatar and they're words are merely echos of the Avatar's demands. (Remember this is a child no older than 5 or at most 10).
2. The 4 "Master's" begin to take over and control areas, using they're growing army of minions. These minions are mixed, Waterbenders, Airbenders,etc all carry the banner of the 4 Masters thinking they are tools of the Balance.
3. A group who doubts these claims form, however they are small. They understand that the only way to prove that the 4 Masters are lying is to come forward with the real Avatar, who in the current chaos is no where to be found. So they make an underground army (us) to fight off the growing forces of the 4 Masters. While they search for the Avatar. We and the rest of the underground army helps in the search by following quest, going on missions and of course fighting against the 4 Master's army.
4. The underground army is split into small groups, since large groups are far easier to spot. These groups (like ours) will help search for clues to the real Avatar's whereabouts, go on prison runs to help important members escape, go on missions to fight against minions of the 4 Master's as well as help free villages from they're control. This means will have lots of different side characters, different places to go and new places to think up. It allows us to think up arc's that will help us in the overall picture.

Hmm...and I just thought all that up.

I don't think names should be chosen just yet. Pen hasn't given her okay to my idea, plus Styk and Nari still need to put in they're two cents about my idea.
Though, I like the name KD.

Oh, and sorry about the long read. I meant to add that. I didn't mean to write that much. It just that the idea came flooding out of me when I began to write a response to KD's questions. You should have seen it before I edited it. It was pretty long...longer than it is now.
