Why do you think Allegro protected Kuzo? It was because he seemed to be the most active and stepping on people's toes.

There's no reason for the mafia to take out the inactives because they're inactive. It's not like they have a chance to vote off in the lynch.

Well, mostly I'm just used to watching the inactive people getting picked off. :U I get why you want to get rid of the most active people, but, the Mafia is probably going to be pretty active too, so they don't LOOK like the mafia by not posting and trying to get by unnoticed.
