Well is true. The only Shinigami with a shot at beating Tomomi is Yuki.

Still, you realize Tomomi is only in Shikai?
Giving the notice that Tomomi knows that he could win effortlessly in his Bankai state.
He also realizes the demoralizing affect this would have on the poor boy if he did so, and also how unnecessary the first few minutes of the scene had gone. So, he does it not only to give the kid a bit of pride that he can go against the Sotaicho, but also for the slow enjoyment of Tomomi.
