I did, but my Kage passed me.

Yea, thats why I'm respectfully disagreeing. For one, your supposed to have most of the ninjutsu taught to you by someone else. Second, Kai is not an academy level technique, its a genin level, therefore takes more posts to learn. Third, your supposed to have some sort of test, or at least show the Kage that you've done the correct ninjutsu.

A Kage's power is only relevant within the role play, at any time a staff member can void certain decisions made by a Kage if they violate what the current code of conduct within role play dictates.
