As for the active group, I think their ship could be what Diablo thinks it is, but since our fearsome foursome exploded a bunch of stuff, the soldiers on board probably went left to see what the ******** was going on. When they begin searching for any guards, they instead run into Q's character Britessa- who's hiding in a wardrobe or something- and their concern (or lack thereof) changes from "s**t, this is a transport ship" to "s**t. We just kidnapped a noble."
If we're going with the ruins thing for the dark elves, it seems pretty simple to me. They could have heard rumors or found a mysterious text or something telling them about an artifact in some ruins (maybe in Sido Kan? idk, I just keep picturing a stone structure overgrown with jungle-y vines. but where ever). So they're in these ruins- probably of some old temple or palace or something- looting the s**t out of it, but really looking for one specific thing.
I have no idea what the specific thing could be. A weapon? An incredibly valuable bauble? A great library containing boundless knowledge? Just a good ol' mountain o' gold???

AHMG! I LIKE THE NOBLE IDEA BETTER!!! :'D For now Diablo is still going to be super ******** paranoid that it's a transport ship UNTIL they discover the noble! Then he's REALLY gonna s**t himself. (Not literally, of course! XD)
Ooh! The way you describe the place, I think of Aztec, maybe Mayan vibes (actually, let's go with an Aztec vibe! They're vicious as hell!)!
Sinister is the kind of guy that tries to find riches every chance he gets, because they never seem to last long. They could be there in search of s**t to sell and find some kind of Tome that Speaks of a powerful weapon of sorts? And where to find it?- And all along it could turn out that the Empire was looking for this Tome this whole time.
I can see Chali's advisor person not wanting to give the Tome up to The Empire. What d'you think? :O
