Stop trying to pick your conflicts.
Sometimes, you are just in the wrong place, at the wrong time. If Ryugi doesn't like it. Maybe he should turn into a dragon and fly away.
As well as everyone else.
And then, as usual, you can pretend nothing happened by coming back after Darsh leaves.

Mers and Darsh I actually don't have a problem with them having armies, considering they've been RPing being OVERLORD for however many months/years.
Though the same restrictions on having powergaming characters should be applied to powergaming armies. Too much is just too much.
Also, I think I've made a decision.
Chaplain Fenix, I have decided that I'm spending my Deity Inc. Funbucks now. I hereby request a Deity Inc. invasion of West Fall City, seeing as the entire population of the city has just moved out and started marching north to go die of starvation in some god-forsaken necropolis.
Oh, scratch that. I forgot that West Fall has a standing army of several hundred thousand troops.

There never really was a central goverment or whatever on Gaia... in any kind of roleplay.
So I think it sorta stays that way in Levi as well.
Most of the places are independently controlled.
