The helicopter hovered above the building and the Commissar let go of the helicopter, landing on the roof. The Commissar saluted the pilot of the helicopter to go around and wait for the call back as the Commissar began his study of the area. The first oddity was the machine that was set up here; even the Commissar had no idea what it did. Upon closer examination and an uplink to the machine, he discovered that machine was a vapor creation device that was programmed to send some strange toxin into the clouds above New York, creating rain mixed with the toxin. Upon further study into the device, the Commissar discovered the name of the gas: Fear Toxin. Then obviously, this device was a creation of Scarecrows and how disappointing that Scarecrow was presumed deceased. The Commissar disconnected his uplink to the machine and moved downstairs to the lab Scarecrow had created in the building; it almost rivaled the Commissar’s research lab in Gotham, but the sanitary level was a bit basic. Upon diagnostic of the lab, the Commissar discovered plans and chemicals for the Fear Toxin; apparently Scarecrow wanted to conduct an experiment to create Fear Toxin all over New York and upon further study, the Commissar discovered a very interesting entry into Jonathan Crane's computer Journal:
I've done it! I've created an opposite of my Fear Toxin! It takes the concept of fear out of the subjects mind and makes them fearless! I thank the Joker for the idea to create it; now I can make all of New York just as fearless as him and destroy it in the process! Oh, this will be my greatest experiment yet! I’ve already began handing out the toxin in needle form as a narcotic to dealers; they get profit and they unknowingly become pawns in my game. Soon, every drug addict in New York will be fearless and cause chaos! The best part of all is I've made those who take the Fearless Toxin immune to my Fear Toxin, so when the city is rained on by the Terror Machine, while everyone is engulfed by fear, those who had taken my new drug will be free to destroy New York! The problem is I still need to get a bigger power source for the Terror Machine and then I need someone with super strength to move it. I've heard of many individuals in New York that can serve the purpose for the right price. I've made a check list of potential candidates to help me with my plans, though I've placed notes to keep in mind of the faults of such mercenaries:
-Rhino: Big, strong, and stupid; probably won't ask for much money, but will most likely make mistakes.
-Shocker: I've read he is somewhat an inventor and even good enough to fight toe to toe with Spiderman! He has potential, but he isn't a
metahuman and would use his gauntlets to move the machine most likely.
-Scorpion: Another suit enhanced human like Rhino, but less stupid and more agile; he would be more useful in a fight then the idiot Rhino, but probably is less strong.
-Venom: A interesting candidate since he would probably request the death of Spiderman as payment, though further reading indicates he probably wouldn't want to endanger the citizens of New York since he has a soft core.
-Carnage: Don't know much about him at all; my research is incomplete on him.
The power source can be optionally obtained, I was thinking either from Oscorp or Stark Industries to find one since the Iron Man's suit has need of great power and with great power comes a great need of an energy source to fuel it. Oscorp might also be a safer bet, but I'll need to do further research of the two to determine which one would be safer to rob.

The Commissar downloaded the entry to his internal hardrive and disconnected his uplink to the computer. It was apparent Scarecrow had been planning this for awhile and it seemed a shame to let this entire tech go to waste with Crane's death, but the Commissar had no interest in spending the time to carry out Jonathan's plan and therefore left everything untouched as he left the building. The Commissar called for the helicopter and decided it best to abandon the pickup of his equipment; he remembered he could just self destruct it at any time and buy new equipment later on. The Commissar attached to the helicopter and motioned for the pilot to move on; there was business in Gotham.
