I herby promote Justin to the Rank of Rookie for catching his first criminal in GGB and since Justin caught Shadow in time and isnt allowed to give a fine. For his first day on the job as a Rookie I herby let Justin give a Fine And some kind of CS for his first test on the job to Shadow. If he passes with flying colors he will be allowed to give out a fine and Gilda will give out the CS from then on.
If for some reason he dont pass with flying colors. Me and Sp-o-Wlm will have a meeting to decide what happens next.
