There was another pause. Batman seemed a bit distracted. " I'll see if I can reach Spider-man; he might know more about what we're dealing with. In the meantime, move onto Gotham and do damage control there."

Something was wrong, he could tell it in his tone of voice. "Alright." he said phasing through the walls outside the compound before taking off swiftly to the skies.

"I'm glad you see the light citizens of Metropolis, but not merely are we helping you, but Gotham as well! Every city of your universe will be protected by my robots! People like Tony Stark, Dr. Strange and Reed Richards keep my robots from defending other cities due to their jealousy! But it isn't too late for your cities! My robots are currently in Metropolis saving people and in Gotham evacuating people from the Earthquake and even stopping a mad man's own robots from invading the main land from Arkham Asylum! Soon, this new universe will be a place of safety and justice...Now if you fair people excuse me, I must direct myself to my room down here; that is right, Victor von Doom will live where the people need him!"
The Fake Doom went back to the control room and the Doombots in the facility started going back to their routines and patrols, handing out food, water, and blankets to people while the fake Doom contacted the Commissar behind closed doors. Changing back to the Comrad model, Unit 078 started work on the communications between the headquarters and the Commissar. Doom wanted further communications sent to the Commissar instead of himself so important plans weren't compromised.
"What is it Unit 078? I'm greeting a new comrade here."
Unit 078 could see another person behind the Commissar while looking over his shoulder; some large monster was carrying large portions of machinery around and when Unit 078 saw the beast's face, it was none other than Doomsday. Sensors had detected Doomsday was placed in the Phantom Dimension by Dr. Strange; the Commissar must have freed him.
"My lord, if you have freed Doomsday, then do you want us to contact Team Volt? It might be a good time for them to attack the Justice League Satellite Station."
The Commissar placed his right hand on his gas mask and scratched a bit before coming to a decision. There was little options left due to the storms were over Metropolis prevented launch until they passed, so Team Volt would have to be Plan B.
"Good idea, tell them to attack and claim Arcade and Deadpool...Arcade needs to be alive, I just need a sample of Deadpool's blood."
Unit 078 raised its right arm and saluted the Commissar as he terminated communications between Gotham Eastern Bloc and Metropolis Eastern Bloc. Unit 078 then connected communications to Team Volt, whose location was out in space a mile from the Justice League Satellite.
"Team Volt, attemptive rescue of Arcade and retrieval of Deadpool need to be enacted now...Try to keep both alive...And Chris Protocols are enacted upon new standards, so harming of the civilian should be enacted."

Ice Dragon cursed under her breath as she quicky flew to ground level. This wierd storm was nothing she was going to be able to fly in. Should have just went around this city and looked elsewhere for answers. She landed gently on the gound and hid under whatever roof she could find, her icy wings almost suddenly melting away. She looked around the city a moment. Still nothing looked familiar. She didn't even recognise any of the names here. They were in English, so she hadn't been taken to some forien country. The heck was she? She'd either have to try and find answers here, or try and make her way through the city until she was out of the range of the storm.
She grimmaced a bit and took a quick look at her suit. Well, she wasn't exactly going to blend in here. At least she didn't think she would. Even if she did find something to wear over her suit, she still had her blue and purple hair. She hated to wear hats too...

The Doombots in the area that were still above ground were disguised as officers, while the others were below ground looking after the citizens of Metropolis. Any stragglers were to be taken to the chambers below and were being prepped to be teleported to the Mastermind's of Evil's base to the new colony levels where soon all citizens were going to be stored to wait out the disasters and at the same time, being paid to work on projects to use again the organization's enemies in exchange for money. The officers created a blockade rather quickly to intercept the individual with odd colored hair and strange wings, in hope to getting an answer of why she was here. With their guns raised and one officer using a special device to increase his voice ((I can't remember what's called...)) to speak to Ice Dragon, he spoke as well as his artificial intelligence allowed him to speak; making his speech patterns appear almost human.
"In the name of the law, we command you to stop!"
The officers were commanded to act as the citizens were acting; they were supposed to be cautious and paranoid about hero types since they had done to them little to prevent such destruction or help with minor crimes, most Metropolis citizens and soon Gotham citizens wren skeptical of their once adored heroes. A woman with wings was one to be considered a hero type, especially in that uniform.

Spidergirl swung from a nearby building, looking around she was rather bewildered. Toto, we're definitely not in New York anymore. She thought to herself as she did a quick flip and released another webline. It was odd, she was in New York earlier that morning for patrol and it seemed normal as usual. Then I turn one wrong corner and end up here. She thought to herself dryly as she landed on a rooftop and scanned the area. Nothing nearby seemed familier to the female spider.

Ice Dragon sighed slightly and slowly turned to face the apparent officials. Great...well, on one hand, she might be able to get the answers she was wanting from them.
"I'm just passing through." she said as she slowly raised her arms to show that she wasn't a threat.

A flash of light flickered inside a dumpster, and was followed seconds later by series of angry cursing. The lid of the dumpster slowly opened, and a little red head poked her head out of it, glaring at the alley around her. So much for just staying in that spot dimension…
She grumbled something and shoved the lid the rest of the way open, trying to crawl her way out of the dumpster. She landed a little less than gracefully on the ground and did her best to pick her outfit clean. She pulled a half empty rotten banana peal off the top of her head and slammed it against the ground. She stood there a moment and closed her eyes, trying to calm down. Alright…she just popped up in some random dumpster that hadn’t been emptied in what felt like a month. No problem…now that she looked and smelled like a street urchin, someone was sure to help a poor girl off the streets, right? It wasn’t like she didn’t need help or anything.
A streak of lightning cut through the air what seemed like only a few feet away from her and she jumped with a shriek. Realizing that she was still alive, she began stomping her feet through a small fit.

Sholeh appeared on a rooftop in a small flash of light and looked around. Yep, felt like one of her little teleporting sparks had been here. Now she just had to make sure it had been used and wasn’t just lying around somewhere. She did not want anyone to have a one way ticket to her realm if it hadn’t been used. That was still really bizarre…Mugin had to have done something extra. Bet it was just to get her to leave him for a little bit. And she fell for it.
She sighed a bit and took a look up at the angry sky. The constant thunder and lightning was really starting to get annoying. Unfortunately she didn’t have the power to do anything about it. Oh well. Find what she needed and get out of this place.

"Good; we don't want you Meta Humans causing any trouble for use...It's probably your kind's fault that disasters have been happening in this city..."
The officers lowered their weapons; they too were programmed to not seem a threat unless required to. The robot officers all scanned her uniform and her file; she was obviously with shield and therefore not trustworthy to just be passing through. Robots were never good enough to defeat a hero unless certain factors applied, so combat was out of the question.

Meta Humans? Not a term she'd heard for 'her kind' before. "Sorry, but I have no idea what's happened to your city. I don't even know where I am right now. The storm forced me to land here." she said, lowering her hands.

"If you can't leave, feel free to use the bunker just beyond this blockade...We were normally assigned to help civilians, but you can bunk up with them too..."
The robots were ordered to send anyone who needed aid to the bunkers, but for this woman, it was either going to be a trap or the same invitation they were offering her themselves; it was depending on the way she considered Doom with helping people. It was of course for Dr. Doom's own gain, but one could not deny his intervention saved people from death or injury.

She wouldn't be able to go very far with such a strange storm...and she might be able to find out more there.
"Thanks." she replied, then turned to head towards the bunker. Perhaps there she could find someone in charge to talk to. If not, then she'd have to move on to the next place. Storm or no storm.

The Doombot disguised as an officer spoke to himself as he saw the woman with wings leave; they needed to make preparations to make sure she was comfortable and to lure her into the tunnels below. Metropolis had tunnels that could lead to the Eastern Bloc Headquarters and with the Commissar's technology; she could be easily captured depending on her powers. With Doomsday gone, the Masterminds of Evil needed a new errand boy or rather in this case, girl. Deadpool was not up for hire, so someone else needed to be eligible.

Upon arriving on the streets, Deathstroke did not stop an officer. There were only a few people still visible, and they were all heading in the same direction-- namely, toward the underground bunker. He simply followed them.

Within the bunker, many of the Doombots were no longer in disguise, but still performing duties towards the citizens to make sure they were happy and healthy. The Masterminds of Evil had use for these citizens of Metropolis and were going to use them as leverage when times were tough and the heroes attacked. By having the citizens work jobs for mild currency, the Masterminds could have more production of robots and thus increase its output for the Murder Cube, though only Arcade really called it that; under the exterior was the true weapon of the Masterminds of Evil. Doombots were in charge of the civilians, the Comrad units kept communications up between outposts and between Eastern Bloc agents still in Gotham.
